The Chinese national, 21, died instantly from head injuries. The other, a Bangladeshi national, got away with minor injuries and was taken to Tan Tock Seng Hospital.
Both men were standing by the roadside when the driver of the approaching lorry appeared to lose control of the vehicle. The lorry also felled a lamp post.
The police have arrested the driver, a man in his mid-40s. The maximum punishment for causing death through a rash act is five years' jail and a fine.
