Loanshark runner jailed

A SITE manager who helped a loanshark ferry his runners around to harass debtors was jailed a total of 26 months and ordered to be given five strokes of the cane. Tan Chin Huat, 31, admitted on Wednesday to five charges of acting on behalf of an illegal moneylender known as Kim Sua and a sixth charge of helping him in unlicensed moneylending by collecting debtors' records from a runner.
A district court heard that Tan was facing financial difficulties after incurring heavy expenses on drinking, horse betting and soccer betting. To cover his expenses, he borrowed money from various unlicensed moneylenders, but faced difficulties in repayment. Deputy Public Prosecutor Peggy Pao said one of the borrowers, Kim Sua, suggested that Tan work for him as a 'commando', which he understood to mean a runner who harassed debtors. He rejected this but agreed to drive the loanshark's runners around.
On Nov 30 last year, Tan used his company vehicle to drive a runner to Toh Tuck Road where the runner splashed yellow paint on two cars and left debtor's notes on the windscreens. Between Nov 19 and Dec 3, he took two runners separately in his company vehicle to throw paint at a house in Toh Tuck area and two HDB flats. Loanshark graffiti were also scrawled on the wall of the staircase landing and lift of the two flats.
