LKY care to explain why he spend $3.5 million last year to "Redesign Office Layout?"

Its in the 2011 Budget for the PMO. I guess he was not happy with his office layout? Maybe he has to walk too many steps to take a shit? Who knows, but $3.5 million is way too much.

"The money is already budgeted. If don't spend, it must be returned to Ministry of Finance. Then next financial year ask for same budget very difficult lo. By hook by crook must spend away the money. 不花白不花. Just find some legitimate way to spend. Do up my office is a good official reason. No one can fault me."

This is how civil servants think when they have surplus budget before financial year ends. Die die must spend the money away.
