Lionel Jerome De Souza, Managing Director and Founder of LJ Investigation & Consultancy Services Pte Ltd and LJ Security Services Pte Ltd, had a long and distinguished career in the Singapore Police Force. For his fine investigative skills, he has been decorated numerous times for his dedication to the country and his commitment to the enforcement of law.
Throughout his law enforcement career, Lionel served as a national crime watchdog . In the Singapore Police Force, serving in various Police Division Crime Branches, the Special Investigation Section (Homicide) and the Commercial Crime Division of the Criminal Investigation Department (CID), he was awarded 28 Commendation Certificates and Commissioner of Police Testimonials, including the Malaysian and Singapore Defence Medals. In 1965, Lionel was also accorded a Certificate of Appreciation from the United States Secret Services with the citation: "In grateful recognition for superior contributions to the law enforcement responsibilities of the United States Secret Service" for the part he played in smashing an international syndicate involved in counterfeiting and trafficking of counterfeit US currency notes and the successful apprehension of the syndicate members.

Lionel achieved national recognition in 1971 when he played a pivotal role in the expeditious solution of the infamous "Gold Bars Triple Murder" case.

After his retirement from the Singapore Police Force in February 1988, Lionel was employed in various managerial roles in the security industry before he set up his own companies. He was Chief Investigator in a Private Investigation Agency, Security Controller of Security in a multi-national computer chip company and the Senior Security Manager at The Oriental, Singapore, a five-star hotel under the umbrella of the Mandarin Oriental Hotel Group Limited (MOGH). He was also MOGH's security expert overseeing all facets of security and investigation of hotels managed or operated by MOGH in Hong Kong, Jakarta / Surabaya, Indonesia and Kuala Lumpur, Malaysia. Throughout this four-year tenure, Lionel received 4 Commendation Certificates from the Singapore Hotel Association in conjunction with the Singapore Police Force, one for bravery and three for outstanding performance in the field of hotel security, safety and investigation.

Lionel’s professional ethics, skilful investigation, outstanding detective ability, diligence, initiative and devotion to duty continues to this day in the pivotal role that he plays in LJ Investigation & Consultancy Services Pte Ltd and LJ Security Services Pte Ltd, especially in managing and training his personnel to measure up to the sterling standards that he has always maintained for himself.

Dear TR,

I was compelled to write this letter after reading this jerk’s latest letter attacking Nicole Seah in the ST Forum.

He was a police sergent and actually sacked by the Police Force for assaulting an accused person. He appealed and the Police Force allowed him to retire.

The old timers will remember he went around collecting money, using cars from rental companies without paying. Never paid the bills at drinking holes. Having affairs. He also had the habit of informing the press of his cases to seek attention. He went on to work as Hotel Security for Oriental Hotel but it began to make the papers on various crimes as he could not keep his mouth shut.

Then became PI. Hopeless guy. He is supported by his 2nd wife who is an accountant.

Can you imagine someone who writes and speaks well retiring after 30 years as a Sgt. So many disciplinary charges for assault and misconduct.

Lionel the cunt applied for promotion to inspector and he cleared his 1st interview with the department.

After that he was sent for his 2nd interview with the PSC and his OC told him that the interview with PSC
was only a formality. He immediately jumped the gun and went ahead to make 5 sets of inspector uniforms.

Later he learnt that he flopped his PSC interview and became a laughing stock in the department.

This guy is one of the most hated guys when he was in the Police Force.
As a young cop, he used to go around screwing prostitutes and not pay them. Perhaps the pros allowed him to do so for protection.
However, there was one who bitterly resented his screwing her for free. So she complained to cops from Anti-vice…, but in those days, policemen do not rat on other policemen. (except for this corrupted cop. He ratted on many…..)
The prostitute’s nickname was “Little White Rabbit” (Siow Pai Thoo)
Maybe Tin Pei Ling reminded him of “Little White Rabbit”…. he probably had a soft spot for her….

I can confirm that the above is true.
I am no saint and I mix with person of ill repute but this sergent can beat all of them hands down. Outside he shine so bright, inside, another corrupt officer wannabe. At least crimminals I mix with got better standard than him.
I used to own a “black glass” saloon along Jalan Sultan in the good old days, those that provide hanky-panky for those young readers that are not aware of what it is.
He was then in charge of a squad and used to come to our saloon for a quicky, didn’t even bothered to pay, like collecting “collection monies” with his team of croonies.
Other than the quickie, the owners had to pay him “protection monies” so that in event of raid, he will page (that time no handphone) us with a special code so we can close shop or ask the girls to leave.
If you know anyone operating “black saloon” along Jalan Sultan, who don’t know him?

A grassroots leader who filed a police report against former NTUC employee Amy Cheong on Monday said he did so in order to “send a signal” that racist remarks should not be tolerated.

Mr Lionel de Souza, the secretary of the Inter-Racial and Religious Confidence Circle in Hougang, told Singapolitics that he made the report in his personal capacity after receiving complaints from Malay friends.
“A lot of my Malay friends were very upset. So many of them contacted me since yesterday,” said Mr de Souza, who is 69.

He felt that of late, too many netizens had been making racist remarks online under the cloak of anonymity.

The fact that Ms Cheong made the insensitive posting on her Facebook wall with her full name and picture “was like a challenge”, he said.
“I thought someone should send a signal that these kind of insensitive remarks are a no-no,” he said.

Mr de Souza, who is a retired policeman, added that he did not think his police report was an over-reaction.

He pointed to the Penal Code’s section 298A, which states that it is illegal for anyone to knowingly promote hatred among religious or racial groups, through spoken or written words.
“She can’t not know what she wrote was racist. She must know that Singapore is a multi-racial and multi-religious society,” he said.

Anyone who feels that making a police report was an overreaction “does not know what it was like in the 1960s,” said Mr de Souza, who as a young policeman witnessed the July 1964 race riots.

He said: “There cannot be any leniency... You cannot set fire to someone’s house and then run away.”

I was given a running commentary of the May 13, 1969 riots on Jalan Petaling ( Chee Cheong Kai) in Kuala Lumpur, in recent years by an old KL resident, who was my friend over a coffee at The Central Market. I know Jalan Petaling well & May 13, 1969 too.. it was an eye opener that verbal commentary on the events that enfold in that part of KL, plus how the Malays protected their Chinese neighbours from the mobs & later the Chinese & the Indians at brickfields their Malays neighbours from the Chinese.
