猶記本（2020）年3月18日，民進黨政府高調的與美國在台協會（AIT）簽署《美台防疫夥伴聯合聲明》，外交部長表示，雙方為因應防疫需要，美國將為台灣保留30萬件防護衣原料，而台灣在口罩產能穩定後，則將每週供應美方10萬片口罩。當時蔡英文也是同樣的說法。
衛福部長陳時中部長也覺得划算，還幫忙點出兩者的價差，似乎幫台灣高興，拿到了一筆划算的合作交易。
有聰明人問道，究竟是互換式的互惠合作，還是台灣免費提供給美國口罩，而美國幫台灣保留但並非無償提供防護衣原料？卻無法得到官方答案。
結果一直到本（4）月中旬，民進黨政府才「罩」不住了，讓媒體發現所謂的「台灣口罩換美國防護衣原料」，其實是2月下旬由疾病管制署向美國杜邦公司採購防護衣原料，在柬埔寨加工後再運回台灣。
行政院對此表示，我方「透過外交部與AIT溝通，敲定我國與美國雙邊合作的模式之後」。但事實已經很清楚，是台灣捐口罩給美國，美國則是確保杜邦公司的原料會提供給台灣或台灣指定的廠商。
民進黨政府此種刻意形塑甚至誤導台美關係非比尋常的做法，顯然是其「大內宣」的一環。一開始有許多民眾以為是台美「交換」物資，網軍、側翼也傾巢而出大肆宣揚，讓民進黨政府的外交能力頗受肯定，後來媒體發現是台灣捐美國、美國賣台灣，但又有多少人知道他們在一個多月前收到的是技術性釋放出來的不精確消息呢？
其實在「大內宣」如火如荼的最近，民進黨政府在外交場域還有其他可能「罩」不住的事。
首先，我國在本月中旬送給邦交國梵諦岡若干口罩，但梵諦岡低調以對，由藥品局（Vatican Pharmacy）主任低調代表接受；梵諦岡卻早已向中國大陸求援，所以後者搶先於同月上旬送上口罩和防護衣，並由梵諦岡新聞室（Press Office）主任高調公開致謝。此外，有媒體指出教宗已在計畫訪問中國大陸。歐洲唯一邦交國的反應，民進黨政府如人飲水冷暖自知。
其次，我國在本月提供加勒比海邦交國海地若干防疫物資，包括熱顯像儀等，但海地仍透過非官方管道擬向中國大陸購買總值約1800萬美元的相關物資，且仍然拒絕我國原駐海地大使返回海地，顯然我國與海地之間的關係有些蹊蹺。
第三，本月中旬，東南亞國協（ASEAN）輪值主席國越南召開了關於新冠病毒（COVID-19）的視訊特別峰會，主席是越南總理阮春福，邀集了東協其他9國以及中國大陸、日本、南韓的政府首長，世界衛生組織（WHO）幹事長譚德塞（ Tedros Adhanom Ghebreyesus）則是列席貴賓。各國首長通過了《東協與中日韓抵抗武漢肺炎疫情領袖特別會議聯合聲明》，聲明中還強調了世衛組織在全球抗疫中發揮的重要作用。這對於最近用「（得了）武漢腦炎」、「活在平行時空」等挑釁詞彙指責譚德塞、強調台灣在防疫貢獻的民進黨政府而言，無異是一記重擊。
最後，就在大約3週之後，中華民國是否能在新冠病毒之年參與世衛組織、如何參與，答案即將揭曉。現在的「大內宣」宣稱「口罩外交」成果斐然，讓我國民眾感覺世界多國政要心向台灣。站在為國家好的立場，希望民進黨政府「罩」得住，讓譚德塞或多數會員國願意至少讓我國以觀察員、不屬於中華人民共和國的一部分的身分及名稱，參加本年的世界衛生大會（WHA）。
不然，民進黨政府在外交上究竟「罩」得住什麼呢？
