it was also a blessing to have known chiatilik and his F4 gang. if i hadn't met them, i would still be deluding myself about what politics was all about. meeting them had made me more appreciative about our gov....about the goodness they have done for our country. (before that i was just like them - very prejudiced against our gov.) there were some bad policies that to us humble peasants seem ridiculously fake. like increase GST to help the needies and the poor.....this appears preposterous!! everything becomes more expensive. how and where's the HELP? but overall, our gov does well for singapore. just look at malaysia, thailand, indonesia and other places such as taiwan or philippines etc. singaporeans should count their blessings how lucky we are.

Q1: Is it necessary to increase GST? Can't the Government cut back its spending or find other sources of funds?
A1: There is very little scope to cut back further on Government spending. Indeed, we have already reduced Government spending from about 18% of GDP in 2001 to about 14-15% of GDP currently. At this level, we are already operating one of the leanest governments in the world. If anything, we will need to spend more going forward - to help the lower-income and to prepare for an ageing population, while continuing to invest for our future. Government spending over the next 5 to 10 years will have to go up by at least 1% of GDP. At the same time, the scope for increasing revenues is limited. Our largest sources of revenue are personal and corporate income taxes - which we cannot afford to increase further because it would affect our ability to attract talents and investments in a keenly competitive global environment.

AG: Civil servants 'sloppy'

THE Auditor-General has chided civil servants for being sloppy in their management of public funds.

He accuses them of tending to opt for what is convenient administratively over financial prudence and being lax in enforcing penalities and other contractual rights.

They are also too ready in accepting the recommendations of consultants.

One government agency whose slip-ups are particularly costly is the Media Development Authority (MDA), which regulates the media and public service broadcast programmes.

Its lapses, which filled nine pages of a 40-page report released by the Auditor-General yesterday, include failing to to collect an estimated $9.89 million in revenue. The sum is from 46 films it had invested in and which had been screened, some as long ago as 4-1/2 years.

Such shortcomings in contract management and in the procurement of goods and services form a significant portion of the lapses uncovered in the yearly audit of government agencies, Auditor-General Lim Soo Ping said in his latest report. The findings are for the financial year up to March 31 this year.

Mr Lim blames the lapses partly on officers who are 'inclined towards administrative convenience with financial prudence taking a back seat'.

Also, some officers are too ready to accept at face value the recommendations of consultants, without giving enough thought to the financial implications.

'A small dose of scepticism is always helpful,' he said. 'Many lapses can be avoided if the approving authorities are more rigorous in their scrutiny and ask the pertinent, if inconvenient, questions,' he said.

The agencies have promised the Auditor-General to tighten their processes.
