My understanding is that the lawmakers are the members of parliament who pass laws .
Law enforcers are people like policement, detectives, prosecutors and judges.
I would like to ask anyone with knowledge whether the lawmakers can enforce laws? Can the lawmakers ask the policemen or detectives to investigate crimes or civil disputes?
Let's say a theft happens, we know that the thing to do is to report to the police. The police will investigate and charge the suspect and the prosecutors will prosecute in court. But what if there is some dispute or civil case? Should we also report to the police or is there some other procedure?
