The government has announced a decision has been made to postpone the summit to a later date, in effect cancelling it.

Prime Minister Abhisit Vejjajiva declared a state of emergency in Pattaya and Chon Buri, partly to facilitate the departure of Asean VIP guests. He told a press conference Asean leaders and their dialogue partners understand the need to postpone the summit and support government action regarding Saturday's incidents.

Deputy Prime Minister Suthep Thaugsuban will be in charge of enforcing the state of emergency measures in Chon Buri and Pattaya. Saturday's turmoil will send Pattaya reeling economically. The resort city had hoped to reap the benefits of the Songkran festival but now has to cope with mounting tour and hotel cancellations.

The state of emergency law imposes tough restrictions on public gathering and dissemination of information. Authorities are given added power to search residents and venues and restrict travels.

Hundreds of protesters broke through a glass and poured into a Royal Cliff Beach Resort Hotel building where reporters stayed. The section is about 100 metres apart from a hotel section where summit leaders are supposed to meet.

This made the meeting impossible after the government earlier only announced a minor postponement of schedules.

The cancellation has also been announced by acting government spokesman Panithan Watanayagorn, who had earlier said it was only a delay, not cancellation.

Few protesters suffered minor injuries in a clash in Pattaya Saturday morning when the Asean summit with dialogue partners was about to begin.

"The government is investigating the incident," Panithan told an urgent press conference.

At 8:40 am, the red-shirted protesters armed with giant firecrackers, Molotov cocktails, sling shots and batons, battled with local people who formed a line to protect the venue of Asean +6 and Asean + 3 summits.

Government officials denied the blue shirted men, who confronted the red-shirted protesters and clashed with them, were state-sponsored.

Spokesman Panithan rejected the connection with the blue shirted men saying they are simply ordinary people who wanted to see the summit proceed smoothly. They showed up to prevent the red shirted protesters from disrupting the summit, he said.

The government was investigating the presence of the blue shirted men and they could be arrested if committed anything illegal, he said.

"We were also concerned about the safety of the leaders and the people including the protesters. We are working hard to control the situation," Panithan said.

The Foreign Ministry's spokesman Tharit Charungvat, said all delegates are not the targets of the protesters. "The protesters want to humiliate the government," he said.

Fugitive former prime minister Thaksin Shinawatra and red-shirted leaders have indicated that they would consider cancellation of the summit a victory for the red-shirted campaign. They claim the Abhisit Vejjajiva government was not legitimate because it was set up following "unfair" court rulings against the former pro-Thaksin ruling party and a military-dictated defection of some formerly pro-Thaksin MPs.

The red shirted protesters under the umbrella of the Democratic Alliance Against Democracy (DAAD) demanded Prime Minister Abhisit Vejjajiva and some members of the Privy Council to step down. They claimed the blue shirt men hurt them.

Reporters saw the outnumbered blue-shirted local people was scattered and ran for cover when the red-shirted people attacked them.

Several explosion sounds of firecrackers were heard and the red-shirted people were seen as firing slingshots with bolts at the blue-shirted people who tried formed a line in front of the Royal Cliff Beach Resort Hotel.

The red-shirted people formed a line and kept advancing until the two sides stood confronting less than one metre apart and the clash broke out.

The red-shirted protesters were seen carrying Molotov cocktails but none had been thrown at the other side yet.

Terrified local residents closed their houses and many were seen weeping with fear.

On Friday, the red-shirted leaders in Bangkok recruited the protesters to be deployed to Pattaya to fight against the blue-shirted ones.

About 10,000 red-shirted protesters arrived at Pattaya in over 500 taxis, 20 buses and some six-wheel trucks, motorcycles and private cars.

They reached the Phet Trakul Road where a group of red-shirted people was demonstrating at about 11:50 pm.

At 7 am, about 100 red-shirted protesters and 30 taxis blocked the exit of Dusit Thani Pattaya Hotel to try to prevent the Chinese prime minister, Japanese prime minister and South Korean president to leave for a summit with Asean leaders.

This followed a turmoil in Bangkok on Thursday when red-shirted protesters blocked the Victory Monument and caused traffic turmoil all across the city.

Following the Pattaya incident, the red shirt movement also issued a statement condemning what was claimed to be "government's ambush against unarmed citizens."

The statement, reportedly written by Jakrapop Penkair, a former Cabinet member in a previous pro-Thaksin administration, said the UAAD came to Pattaya "in good nature" but "reactions of the government and their leaders couldn't have been more harsh and undemocratic."

The statement said there were at least 2 cases of shootings aimed to harm red-shirt supporters. It also said as the red-shirt supporters were leaving the compound of the Royal Cliff Beach Pataya hotel, where they submitted a letter appealing to the guest countries for boycott, they were "viciously ambushed by people hiding on the sides. At least 10 people were injured when large pieces of stone hit them in the heads and bodies. These ambushers were not a natural but a well-arranged setup."

The statement claimed Suthep Tueksuban, Deputy Prime Minister, and Newin Chidchob, a Thai Rak Thai defect and a major influence of the current coalition, were responsible for organising the blue-shirted activities.

"We insist that our purpose of protesting is entirely peaceful. The meetings with Thailand's side, if gone on, would be misleading, since the Thai government doesn't represent the people of the country democratically," it said.

Several people were killed and injured when anti-Thaksin protesters clashed with security forces while a pro-Thaksin government, led by Thaksin's brother-in-law Somchai Wongsawat, was in power last year.

Round Two: Everyone Loses

Even though Thaksin Shinawatra may be laughing, there is no winner after the Pattaya infamy

Pattaya will lose billions of baht. Prime Minister Abhisit Vejjajiva has lost his face, and his job is under greater threat. To other Thais, Songkran has been pretty much spoiled. Thailand's image as a whole has taken a new hit. Economically struggling Asean has to defer discussing some crucial plans. The red-shirted movement, while having achieved a key objective of preventing the Asean summit with dialogue partners, can't be content with the glaring truth that, like its rival People's Alliance for Democracy, it has become its own worst enemy.

And Thaksin Shinawatra will only get brief satisfaction from the turmoil in Pattaya that led to the cancellation of the summit and declaration of state of emergency which leaves everything hanging in the balance. He will be cheering a "triumph" of his supporters in the next address through video link, but deep down he must know that he is not fighting to win, that to get even is the best he can get. He has been way past of the point of no-return, and what happened in Pattaya on Saturday only serves to lengthen the distance between the man and his motherland.

The biggest loss, however, belongs to us, no matter what colours of the shirts we are wearing. The political divide was not about to be bridged any time soon, but the Pattaya incident has further dimmed the fragile hope. We had wanted things to improve, but now we would be glad if they don't get any worse.

It's been an-eye-for-an-eye showdown. You can seize Government House, so we can block city traffic. You can take over the airport, so we can torpedo an international summit. You fight for democracy that rejects corrupt polticians, we can fight for democracy that respects the voices of the poor.

A common sense of national values has been a long-time victim, who was beaten to near death on Saturday. The nation has lost its way for some time, and the Pattaya infamy ensures there will remain no light at the end of the tunnel in the foreseeable future. The vunerable national harmony has been dealt a new blow, and the threat to nationhood has never looked more real.

Those involved in the years-long power struggle have done their best to make sure that politics affects everyone's life. Too bad the general Thais have only been feeling the negative effects of a war that those responsible insisted was for a greater good. We have come to learn that perhaps people go into war not because they are different. Maybe what has been happening was caused by the fact that we are all too much alike.

Pattaya - Songkran celebrations in Pattaya will not be much fun this year because Prime Minister Abhisit Vejjajiva has declared a state of emergency in Chon Buri province, which prohibits any gatherings of five or more people, the resort city's mayor Itthipon Khunpleum said Saturday.

The resort city, where the Asean summits are taking place, has had to cancel many events prepared for the water festival, which in Pattaya runs from April 9 to today, he said.

The cancellations might translate into losses of Bt70 million per day, he added.

More than 4,000 members of the American Navy, who were scheduled to dock in Pattaya this week, have already cancelled, the mayor said.

The state of emergency, declared to control the situation after the red-shirt protesters broke into the summit venue, made Songkran in Pattaya a very quiet one, he said.

Some 10 people were injured in a clash between the red-clad protesters and the government-sponsored security men in blue yesterday morning. Now, the protesters are accusing the government of using force against them

The mayor added that the special Songkran events planned in Pattaya for April 19 would also be affected by the incident and the state of emergency.

Thai tourism to lose at least Bt200 billion after political chaos

Thailand's tourism industry will lose at least Bt200 billion of revenue this year, as the consequences of political unrest sparked by both yellow and red-shirted protesters, said Kongkrit Hiranyakit, chairman of the Tourism Council of Thailand.
"After the Suvarnabhumi Airport closure (in December), tourism business operators expected the industry to be affected for 6-9 months. The magnitude of damage from the invasion into the Asean Summit meeting venue would also give a similar result," he said in an interview with Thai PBS.

He noted that the invasion concerns the safety of leaders of 15 nations, which are key markets. The number of tourists from these countries is expected to account for 8.5 million, or 60 per cent of target. The tourists however will question on security issue, following the actions that affected the security of their leaders. Therefore, though the emergency decree takes effect only in Chon Buri, but as Pattaya is a world-class destination, it would be difficult for the government to come up with a good explanation. And this would affect the tourism industry nationwide.

"Some tourists have showed their desire to leave the country, on fear that the protesters may continue to block the airport like last year. Those incoming tourists have also questioned on security issue and demanded cancellation," he said.

Kongkrit is now concerned with the financial conditions of tourism business operators, which could worsen. Many would shut down businesses with the disapperance of tourists, aside from liquidity shortages, he said.

"So far, we have urged both yellow and red shirts to stay calm. Now. I think that's not enough. Business operators are pondering some actions, to tell them that both sides could no longer claim that their actions are for the future sake to the nation," he noted.



While the airport shutdown was expected to result in loss of Bt120 billion this year, the red shirts' action would contribute at least Bt100 billion. This year's tourism revenue target is set at Bt500 billion.

PATTAYA, Thailand (AFP) - - Thai protesters smashed their way into a major Asian summit on Saturday, forcing the country's embattled prime minister to cancel the meeting and evacuate foreign leaders by helicopter.

Premier Abhisit Vejjajiva declared a state of emergency in the beach resort of Pattaya after thousands stormed the summit, which was supposed to focus on the financial crisis and North Korea's rocket launch.

Choppers plucked dignitaries from the roof of the luxury hotel venue after the red-shirted supporters of ousted Thai leader Thaksin Shinawatra caused chaos by breaching police lines, breaking down glass doors and streaming into the building unopposed.

The collapse of the summit piles more pressure on British-born Abhisit, who has pledged that his four-month-old government will heal years of political turmoil since Thaksin was ousted in a 2006 coup.

"The government has a duty to take care of the leaders, who will depart from Thailand," Abhisit said in a sombre nationwide address broadcast live across all Thai television channels.

The meeting -- the biggest international gathering since the G20 summit in London earlier this month -- grouped the 10-member Association of Southeast Asian Nations (ASEAN) with China, Japan, South Korea, India, Australia and New Zealand.

Protesters said they had run out of patience with Abhisit's refusal to bow to their demands for his resignation, and that they were angry at the wounding of several supporters in earlier clashes with pro-government rivals.

"The 'Red Shirts' have been asking him to resign for four months and we decided that now was the time to push him," Pichet Sukjindatong, one of the protest leaders, told AFP inside the building.

Hooting horns and triumphantly chanting slogans, anti-government protesters decked out in red pushed past lines of troops who carried shields and batons but offered little resistance.

They toppled metal detectors, smashed reception tables and left behind small polls of blood where some had been injured by glass.

About 100 demonstrators got as far as the driveway of an adjacent building where ASEAN leaders were holding a lunch meeting to thrash out a new schedule for the talks, after protest blockades had scrapped the morning's itinerary.

Hotel staff quickly cleared the restaurants and hustled bikini-clad tourists out of the pool as the protesters staged a sit-in rally at the heart of the summit, blocked by security forces with flak jackets and shotguns.

Within minutes of the cancellation, several foreign leaders including Philippine President Gloria Arroyo and Abhisit himself were airlifted to a nearby military airbase where emergency planes were on standby.

Australian Prime Minister Kevin Rudd was in mid-air when the chaos erupted, forcing him to turn around and head for home after a refuelling stop.

The demonstrators soon dispersed and within hours all the visiting leaders had been evacuated. Abhisit made a surprise return to the summit venue late Saturday to say the state of emergency had been lifted.

"We apologise to the Thai people that this incident happened. Even though the government was not responsible, it is its duty to ensure the meeting runs smoothly," he said after being escorted in by scores of soldiers.

Officials did not say if or when the summit would resume -- it has already been postponed and shifted to new venues several times in an attempt to dodge the protest threat.

UN chief Ban Ki-moon, who had been due to attend the talks Sunday, led expressions of regret.

"I hope for an early restoration of normalcy in Thailand and for the settlement of differences through dialogue and peaceful means," he said.

Political commentator Thitinan Pongsudhirak said the protest movement had seriously undermined Abhisit's troubled administration and showed there was no end in sight to months of political drama.

"Their goal is to make the government unable to function -- I think certainly they have done that today," said the analyst from Bangkok's Chulalongkorn University.

Oxford-educated Abhisit has repeatedly resisted calls to step down despite escalating anti-government protests both in Bangkok and at the summit.

He came to power in a parliamentary vote in December after a court ruling toppled Thaksin's allies from government -- a development that came after anti-Thaksin protesters occupied Bangkok's two airports for more than a week.

The government reasoned that protesters had committed violence in the areas so the government had to declare the state of emergency to restore normality in the areas.

The areas include some districts in Nonthaburi, Samut Prakan, Pathum Thani, Nakhon Pathom and Ayutthaya.

Deputy Prime Minister Suthep Thaugsuban will be chief enforcer of the state of emergency measures.

Police and soldiers as well as civil servants will assist Suthep in the operations to restore normality.

After the announcement, Prime Minister Abhisit Vejjajiva went on TV live to explain the reasons behind the declaration of the state of emergency and give more details about the declaration.

Abhisit said the government had to declare the state of emergency because the government had to rush solve the problems before the situation escalate.

"The government has to declare the state emergency to restore normality as soon as possible," Abhisit said.

He said the government would do its best to avoid any loss to the people's life and he begged for public cooperation with the government to restore normality.

Abhisit said the chief enforcer of the state of emergency would have power to order arrests, searches of places as well as demolitions of any structure for the sake of law and order.

The statement said the entire Bangkok and Nonthaburi are under the state of emergency.

Muang district, Bang Phli, district and Prapradaeng district of Samut Prakan are placed under the state of emegency.

In Pahtum Thani, Lard Lumkaew district, Samkhok district, Lamluka district and Klong Luang district and Thanyaburi district are under the state of emergency.

In Nakhon Pathom, the state of emergency is applied to Buddhamonthon district.

In Ayutthaya, Lard Bua Luang district, Wang Noi district, Bang Pa-in district and Bang Sai district are under the state of emergnecy.
