PEMATANG SIANTAR (Sumatra) • Indonesian rescue workers struggled in the rain and amid 2m-high waves yesterday to look for at least 128 passengers from an overloaded ferry that sank in Lake Toba, a tourist destination in an ancient super-volcano crater on Sumatra island.
An estimated 18 people were rescued and one passenger was confirmed dead after the ferry sank on Monday evening when it was overcome by rough weather.
"Many people have reported their relatives missing," Mr Budiawan, head of the search and rescue agency based in the nearby city of Medan, said.
The search and rescue agency was sending divers to look for victims in the lake's depths, he said.
"It might take time," said Mr Budiawan, who goes by one name. He added that bodies may be trapped in the sunken vessel.
The authorities were trying to confirm the total number of passengers who had been on board the ferry, but said at least 128 people were missing.
It is believed the ferry was operating illegally, with no manifest or passenger tickets.
The scenic Indonesian lake, with an area of about 1,145 sq km, has an island in the middle which is popular with tourists. Ferries run back and forth from the island to towns on the lake's shore.
There was no word on whether any foreign tourists were among the missing.
Video footage taken from another ferry just after the incident showed people on the second boat throwing life jackets to a dozen or more people bobbing about in the water.
There was no sign of the ferry apart from what looked like an oil slick. The wooden ferry had a capacity of 60 passengers, but was overloaded and also carrying dozens of motorcycles, according to Indonesia's Transport Ministry official Sri Hardianto.
Hundreds of rescue workers, including military and police officials, were helping with the search.
The authorities also deployed an underwater robot equipped with a camera to try to find the boat, the Jakarta Post reported.
Grief-stricken relatives waited for news, including one survivor who lost hold of her child in the confusion. "It happened so quickly," Ms Juwita, who like many Indonesians goes by one name, told TVOne.
"I wanted to grab my child but I couldn't. There were three people stacked on top of him."

JAKARTA: Nearly 180 passengers are missing after a ferry sank in Sumatra's Lake Toba, police said on Wednesday (Jun 20), almost triple the vessel's capacity.
The number was revised upwards from the initial estimate of 128.
But the search and rescue agency cautioned it was still unclear how many people were aboard the vessel when it capsized on Monday. Lake Toba is a popular tourist destination. The wooden ferry was thought to be operating illegally, with no manifest or passenger tickets.
Budiawan, head of the National Search and Rescue Agency (BASARNAS) in Medan, said 18 survivors were found and two bodies had been recovered on Monday evening.

"Based on the data, we're searching for 180 people," said Budiawan, adding that more people had come forward to say that others were missing.
A day long search on Tuesday was suspended having failed to account for any more.
The size of the search team was increased to around 400 personnel on Wednesday.
The search and rescue agency said operations would continue for at least a week given the size of the enormous body of water, which fills the crater of a super volcano that is believed to have erupted tens of thousands of years ago.
It is one of the deepest lakes in the world and covers some 1,145 sq km.
Transportation minister Budi Karya said a team of investigators was looking into the cause of the accident.
"We believe there was a waterspout that generated strong winds and waves that destabilised the boat and caused a panic," he told reporters.

Survivors said the boat started shaking as it struggled to navigate strong winds and high waves about halfway into the 40-minute trip from an island in the middle of the lake to shore.
Images from the scene on Wednesday showed rescuers covering up the bloated body of a woman who had washed ashore.
Hundreds of grief-stricken family members have gathered by the shore to wait for news about missing loved ones.
"We'll be here until they find my brother's body," said Nurhayati, who like many Indonesians goes by one name. "We just want to see his body and take him with us."

“Many people have reported their relatives missing,” Budiawan, head of the search and rescue agency based in the nearby city of Medan, told Reuters after a coordination meeting.
Authorities had previously said at least 80 people were thought to be on board the ferry that sank in rough weather.
An estimated 18 people had been rescued and one passenger was confirmed dead after the mishap. Some 100 rescue personnel, including military and police officials, were deployed in the search.
It was not immediately clear if foreigners were among the missing passengers.
"Our joint teams moved out at 7 am," Budiawan said earlier on Tuesday, adding that the teams would work for as long as the weather allowed.
"It might take time to find victims who drowned," he said, adding that some bodies may be trapped inside the sunken vessel.
Lake Toba, a popular tourist destination in North Sumatra, fills the caldera of a giant dormant volcano and is one of the deepest lakes in the world.

印尼緊急搜救機構官員20日告訴路透社,蘇門答臘島(Sumatra)托巴湖(Lake Toba)一艘渡輪18日超載翻覆,失蹤人數已從原本預估大約130人,修正增加至180人。
最新的失蹤人數是這艘渡輪載客人數上限的三倍。棉蘭市(Medan)國家搜救署主管布迪萬(Budiawan)表示,18日下午已救出18名倖存者,和發現2具遺體。
布迪萬說:「基於這個數據,我們目前搜尋的失蹤人數是180人。」布迪萬還表示,更多的人跳出來說,有其他人失蹤。
托巴湖是著名的旅遊勝地,是蘇門答臘島上一座古老的超級火山湖。
印尼15日慶祝開齋節,許多民眾利用連續假期出門旅遊,托巴湖是其中一個熱門景點。
這艘渡輪是在18日晚間約6時左右翻覆沉沒。
