Jail for men who stole women's clothes

The kitchen helper at a Westgate mall restaurant could not sleep after he went home after work.
So Alvin Heng Yong Chye, 23, who suffers from fetishism, decided to steal a skirt from a HDB corridor so as to use it to masturbate.
For theft, Heng was yesterday jailed for four weeks, with the sentence backdated to June 5.
At about 2.30am on June 4, Heng went to Block 816, Jurong West Street 81, where he saw women's clothing hanging on a foldable clothes rack.
He took a black sleeveless top and a black skirt belonging to a 24-year-old Malaysian woman.
Heng put on the skirt and held the blouse in his left hand and walked down the staircase to look for a quiet spot to pleasure himself.
Unsatisfied, he then walked to a nearby block where he took the lift to the top floor and walked down the staircase looking for a new spot.
Chance encounter
On the second storey, he chanced upon Mr Sariman Rahim, a full-time national serviceman with the police, and ran away.
Sensing something was amiss, Mr Sariman gave chase and caught Heng before calling the police.
After his arrest, a psychiatric report from the Institute of Mental Health showed Heng has fetishistic disorder, which contributed to the offence.
In court yesterday, it was revealed that he had been sent for reformative training for similar offences in the past.
During sentencing, Community Court Judge Lim Keng Yeow told Heng that he needs to seek proper help after he is released from prison.
The judge said: "It's not over for you (when you get out). You have to take it upon yourself to go for treatment. Not just one or two sessions because it's not going to help you, and you will see yourself committing more of such offences with increasing seriousness."
