Jail, caning for man who had thousands of child porn videos and pictures

SINGAPORE – A material freight handler, who was an administrator of chat groups that shared child pornography, was caught with over 2,600 videos and more than 1,100 pictures depicting such material.
Jong Chen Shiung also posted multiple sexually explicit videos of children in a chat group, including one that showed a crying toddler.
On Feb 25, the 34-year-old Malaysian was sentenced to six years’ jail and nine strokes of the cane.
He had pleaded guilty to two counts of distributing child pornography videos and one count of abetting their distribution.
He also admitted to one count of being in possession of such material.
Jong told investigators that he had been seeking, storing and watching child abuse material and adult pornography since 2016.
He first used his mobile phone to register an account with messaging platform Telegram after receiving an invitation link via WhatsApp.
He registered the Telegram account for the sole purpose of accessing a chat group where he could view pornography, including those that featured only adults.
Subsequently, he registered an account with messaging portal Viber for the same purpose and joined similar chat groups via invitation links that appeared on platforms such as WhatsApp and Telegram.
Jong eventually joined around 20 to 30 of such chat groups.
Deputy Public Prosecutor Santhra Aiyyasamy told the court: “The accused was also invited to be the administrator of chat groups that shared CAM (child abuse materials) and adult pornography.
“He accepted the invitation and once he was the administrator, controlled the sharing of materials by restricting them to CAM.”
Jong told investigators that he would browse through videos and images before selecting those that featured both adult pornography and CAM.

He would then download and store these materials in electronic devices for his personal viewing and for sharing in the chat groups.
The prosecutor said Jong also created five to six chat groups for the sole purpose of sharing material featuring boys between five and 18 years old.
He then created invitation links and posted them on chat groups in Telegram and Viber, inviting participants with similar interests to join.
Among other things, he used WhatsApp to send four videos showing CAM to a person known only as “Iyan” on Sept 15, 2021.
Twelve days later, Jong posted multiple videos of CAM in a Viber chat group. Ten of them depicted 12 children engaging in sexual activities.
On Oct 13, 2021, police officers went to Jong’s Tuas workplace and found that he had two mobile phones containing child pornography.
Officers also raided his home that day and uncovered more devices containing such material.
He was arrested on the same day and charged in November 2024.
