Is Singapore dependent on Japan for charity or did we give Japan a raw deal?

Why they can only swap US$1B dollars worth whilst Singapore can swap US$3B worth. https://www.straitstimes.com/busine... renewal,of the arrangement remains unchanged.

Or that to say that Japanese yen is garbage that nobody wants during global recessions, so that it is preemptively going for a cheap sale that people can have as much of it as they want, thus the unequal deal?

Is Japan now Santa Claus of the world, giving out cheap loans to financially distressed countries?

Can somebody explain why it seems like Singapore is the charitable benificiary (/'swindler') here?

-----------------

"This is the third renewal of the swap arrangement.
Under the terms of the BSA, Singapore can swap local dollars for up to US$3 billion or its equivalent in Japanese yen from Japan.
Japan can swap Japanese yen for up to US$1 billion from Singapore.
The MAS said the size of the arrangement remains unchanged." https://www.straitstimes.com/busine... renewal,of the arrangement remains unchanged.
