Is it still democratic if civil servants don’t vote

Do you guys think that civil servants should be spared from voting?
I know of some that are reluctant to vote sincerely , they still believe that the index number can still be traced back to them.

If even civil servants are clueless as to the purpose of the serial number and are still spooked by it after 50 years, then I dunno what future Singapore has. How can we expect them to educate or illuminate the peasantry or the proletariate?
