Does anyone know if it amounts to infringement of copyrights to play a 'full' song with any musical instrument and upload it onto Youtube ?

No. It is only an infringement when you ask dumb questions. Any progress on your NZ application.

Application ? You must be joking. I couldn't afford the housing and food in NZ.

You need 'dumb' questions to give the condescending egos some cheap thrills. Don't get distracted by questions that are labelled 'dumb'; the issue is not one of dumbness but people who are desperate to appear 'clever' to others. As you mature in soul (and not just age), the desire to have people acknowledged you as smart or clever subsides, and for some it marks the beginning of love.

BTW, you're not the Attorney-General, so a simple 'NO' carries no weight whatsoever. You need to substantiate.

Deigning
1. to think fit or in accordance with one's dignity; condescend: He would not deign to discuss the matter with us.
2. to condescend to give or grant: He deigned no reply.
3. to condescend to accept.

It's Youtube policy, not so much the substantive law of intellectual property rights.

I know of a music school who refuses to post full videos of their students' concert for fear of infringement of copyrights, as a result of which they show only snippets. On the other hand, there are tons of full length videos from many amateur musicians on Youtube. So it's an issue that I'm not sure.

IP law vary by country. If you are in SG, you can visit the following:

Note that only lawyers can give you more current information.

Just read this part:

The CA confers on the copyright owner the exclusive right to do, or to authorise others to do, certain acts (‘primary infringements’) in relation to a work, or subject matter like sound recordings, and films, such as:

• to reproduce the work in a material form;
• to publish the work if the work is unpublished;
• to perform the work in public;
• to make an adaptation of the work or to do any of the above in relation to an adaptation;
• to communicate the work to the public;
• to make a copy of the sound recording or film;
• to enter into a commercial rental arrangement in respect of the recording; and
• to cause the film, insofar as it consists of visual images, to be seen in public.

12.1.8 Copyright infringers are therefore those who do any of the above acts without the copyright owner’s consent. The owner’s rights are also infringed by such acts (‘secondary infringements’) as

• importing, selling, offering for sale and exhibiting in public of any article where the infringer knows, or ought reasonably to know, that the article was made without the copyright owner’s consent;
• falsely attributing the authorship of a work or the identity of the performer of a performance; and
• falsely removing or altering the rights management information electronically attached to a work.

A copyright owner can sue an infringer in respect of any of these primary and secondary infringements, seeking any of the remedies referred to in Section 12.1.16 below.

My layman reading is it's an outright infringement. But the fact is it's so rampant in youtube, so surely there is more to it than it meets the eyes.

I think the Music companies just don't want to sue... Imagine if you sue a fan, it can create a lot of resent.. So it's at their discretion. If you just publish for fun and not for monetary purposes, I doubt they will do much.

What reason did they give for rejecting your application?

Just add the attribution part and you will be ok, as such:

I'm playing this song composed by so-and-so..

Unless you really want people to think that you are the actual composer.
