SINGAPORE: There will be 23,368 eligible voters in the by-election for the single-seat constituency of Hougang on 26 May.

The Elections Department said this is nearly a five per cent reduction (1,192) in the number of voters from last year's general elections (24,560).

The Elections Department last updated the voter registry for Hougang constituency on 19 March.

It said the reduction in voter numbers is due to names taken out because voters did not participate in the last two elections and residents moving out of the constituency.

Hougang residents will know who the candidates for the by-election are, on Nomination Day on May 16.

That's also when election hustings will begin.

The Elections Department said the by-election will follow rules similar to last year's general election (GE).

If there is a contest, cooling-off day will be on May 25.

Candidates can only apply for one rally site per day from 7am to 10pm.

Rally sites will be announced after Nomination Day. Assembly centres for party supporters on polling day will also be decided after Nomination Day.

But unlike the GE, there will not be any party political broadcasts for this by-election.

Voters will have nine polling stations, most of which will be at void decks of HDB flats.

Vote counting, which should be completed within three hours, will be done at Holy Innocents Primary and Serangoon Secondary Schools.

There will be overseas voting for the Hougang by-election. The Elections Department said 43 Singaporeans will get a chance to vote in eight cities. They include cities like Canberra, San Francisco, Shanghai and Tokyo.

Polling Day will not be a public holiday, and it will be an offence for employers not to give time off, for an employee to vote in the by-election.
