全台近2千露營區 違法場地超過9成
露營活動蔚為風潮,近年有許多露營場地如雨後春筍般冒出,但根據交通部觀光局109年06月24日更新的資料,全台1985處露營區中,僅有164家業者符合相關法令,違法比例超過9成。
非法露營場藏危機 檢調稽查勒令停業
觀光局指出,部分違法露營場位於禁止開發的水土保持區,有些還靠近具風險的土石流潛勢區,暗藏土石滑落危機,若是發生自然災害,民眾難保生命安全。檢調單位遂於2018年展開稽查,勒令非法業者停業。
業者違法卻能營業 中央地方互踢皮球
政府查緝違法露營場,還建立「觀光局露營專區」供民眾查詢,但時隔2年,目前仍有近800家非法業者還在營業。觀光局指出,違法事項須由地方政府裁罰,地方政府則要求中央制訂管理母法,露營場違法亂象仍無解。
露營無管理專法 僅能依土地使用開罰
依國內現行法規,目前沒有露營區管理專法,地方主管機關僅能依《水土保持法》規定,針對違規開挖山坡地建露營區者,處以6萬至30萬元罰鍰。另外,露營區也須符合《國土計畫法》、《農業發展條例》等多條法規。
- 頒布管理要點 地方業者仍無標準可循
目前全台合法露營場中,有53間屬於公營,觀光局也頒佈《露營場管理要點》,規範環境保護、公共安全等大方向措施;但對民營業者而言,露營場地合法化仍無確切標準可循,主管機關也無法令依據輔導業者。
野營風險多 恐遇溪水暴漲毒蛇攻擊
除了露營場,近年也有不少民眾喜歡到山中祕境野營,享受群山、雲海環繞的美景。但野營風險多,民眾若不熟悉河床地形及當地生態,遇到溪水暴漲,或遭毒蛇、虎頭蜂等野生生物攻擊,恐有生命危險。
山區雨多河床陡峭 洩洪幾乎無路可逃
此次發生意外的武界部落,就因水質清澈、雲海繚繞被稱為「雲的故鄉」。露營專家指出,該流域平時水深僅50公分,但因河床地形陡峭、山區常有大雨,溪水暴漲幾乎無路可逃,屬於不適合野營的地點。
