they're not prepared for such an emergency. i don't think they know what to do - all messed up. the head was killed instantly! it was confusion all over the place with 10 simultaneous targets. i think they got desperate and simply stormed the hotels and tried to get the attackers...and in the process many hostages died.

No time mobilize the elite units who are stuck at the Pakistan border. The rifle drill display unit had to come in their place.
Different Indian security forces responded to the attacks. The first agency on the scene was the Indian Police, which are normally armed with the SMLE .303 rifle. They are usually used for riot control and hence are not equipped with more modern weapons.
The Mumbai police - ATS - anti terror squad - has Ak-47's, Sterling 9mm SMG and probably MP5 as well.
Indian Paramils - use FN-FAL manufactured as the SLR, Ishapore
The Army - uses the INSAS Battle rifle, Dragunov
The NSG - HRT/CRT unit - uses the MP5, PSG-1

The police was hopeless. They did not cordon off the area even 48 hours after the event. You have people milling all over the place. Reporters were able to walk up to the front of the hotel.
Hotel guests that managed to escape complained that when they got out of the hotels there was no security so they did not know who to turn to. This also means that some of the terrorist could very well have escaped with the guests.
And because they did not cordon off the area, informants on the outside could actually tell those inside what is hapenning.
Their head of terrorism got killed within the first few hours. What was he thinking of charging into a situation. Probably wanted to get TV coverage. Maybe some machismo in play here. Every enemy knows that if they can cut off the head they will cause chao on the other side. As such he should not be charging into a scene but should instead stay behind the scenes and monitor the situation.
I suspect that when he kena killed the whole anti terrorist force in Mumbai all paralyzed.
Also the toll of 185 dead and 300 injured means that there were more than 20 some terrorists. Remember that they attacked 7 to 8 areas and 2 of them were huge hotels. I would not be surprised if there were 60 to 80 of these terrorists. Most probably got away.
