BYD Co.’s reliance on financing from working capital has masked surging debt levels at the Chinese electric vehicle giant, according to calculations from Hong Kong-based GMT Research.

China’s deflationary pressures were most severe in its industrial sector for a second straight year, in a sign of a deep imbalance between supply and demand that’s driving prices lower across the economy and inflaming trade tensions.

Industry, which mainly consists of manufacturing, recorded a 2.3% fall in prices last year, the steepest drop among all sectors, according to Bloomberg calculations based on official data published Saturday. Real estate and transportation trailed closely behind.

According to Commercial Times, citing South China Morning Post, the U.S. plans to introduce new measures before the end of this year to prevent China from obtaining advanced AI chips through third countries such as Singapore, Malaysia, and the Middle East. The report highlights that these countries are major hubs for GPU smuggling but are not currently subject to U.S. export restrictions.

These planned measures, as reported, aim to restrict global exports of GPUs used to train AI models to China, intending to close existing loopholes of third country transshipment to China. According to the report from South China Morning Post, the goal is to control the “diffusion” of U.S. products, ensuring that the U.S. maintains its leading position in the global AI sector.

Citing South China Morning Post, the report states that these new measures were jointly drafted by U.S. Secretary of Commerce Gina Raimondo and National Security Advisor Jake Sullivan, and the measures include setting national quotas on GPU exports and implementing a global licensing system with reporting requirements.

These new measures have not yet been finalized. However, once confirmed, they will represent the latest round of U.S. control measures against China. In anticipation of stricter regulations, the report notes that China’s chip imports surged by 14.8% in the first 11 months of this year.

The planned new measures build on a series of prior sanctions. As highlighted in the report, the U.S. Department of Commerce announced on December 2nd that 140 Chinese semiconductor-related companies were added to the “Entity List,” and export to these companies are curbed.

According to Reuters, HBM shipments to China are restricted. Additional curbs on chipmaking equipment have also been introduced, including export controls on chipmaking tools manufactured in countries such as Singapore and Malaysia.

Aside from export restrictions, the U.S. has also announced tariff hikes on Chinese goods. On December 11th, the Office of the U.S. Trade Representative (USTR) stated that the Biden administration will impose Section 301 tariffs on solar wafers, polysilicon, and certain tungsten products. Tariffs on Chinese solar wafers and polysilicon will be increased from the current 25% to 50%, while tariffs on tungsten products will be raised to 25%. These changes are set to take effect on January 1, 2025.

TSMC has ceased its relationship with Singapore-based PowerAIR after a client review raised concerns about potential violations of U.S. export controls, reports the South China Morning Post, citing people familiar with the matter. As TSMC could not identify the end user of PowerAIR's chips that it ordered, it reportedly presumed that it was dealing with an entity with possible connections to Huawei, which has been under the U.S. technology embargo since 2020

The Biden administration added more than two dozen Chinese entities to a US restricted trade list yesterday, including Zhipu AI, a developer of large language models, and Sophgo, a company whose TSMC-made chip was illegally incorporated into a Huawei artificial intelligence processor.

The Commerce Department also strengthened controls on the flow of chips to China to better prevent diversion to Huawei.

Zhipu AI, Sophgo and entities linked to them were among 25 China-based companies and two Singapore-based companies added to the US Commerce Department’s Entity List, according to government postings. Companies on the list cannot receive goods or technology exports without a licence, which is generally denied.
 
Sophgo drew attention after a chip found on Huawei’s Ascend 910B multi-chip AI system matched one it ordered from Taiwan Semiconductor Manufacturing Co.

Huawei was placed on the list in 2019 and is now at the centre of China’s AI chip ambitions.

Sophgo is among numerous companies that have been punished for helping Huawei. Late last year, the Commerce Department added other companies viewed as part of Huawei’s shadow network to the restricted trade list.

Sophgo, an affiliate of bitcoin mining equipment supplier Bitmain, did not immediately respond to a request for comment. Neither did Huawei or Zhipu AI.

In a statement on its website posted after the initial allegations, Sophgo said it "has never been engaged in any direct or indirect business relationship with Huawei.”

The US yesterday also tightened rules on exports of semiconductors that can be used for AI.

The new rules follow curbs the US placed on TSMC after discovery of its chip in Huawei’s Ascend 910B multi-chip system. As Reuters exclusively reported, the US in November ordered TSMC to halt shipments of certain advanced chips.

The latest regulation adds new controls for chip factories and packaging companies seeking to export certain chips, building on earlier measures aimed at hampering China’s access to chips that could help its military.

The new restrictions affect chips at 14 or 16 nanometer nodes or below that meet certain parameters and can be used in AI applications, and impact companies beyond TSMC.

A TSMC spokesperson declined comment. Samsung, which also may be affected by the changes, did not immediately respond to a request for comment.

Chipmakers can bypass licensing requirements if certain conditions are met, such as working with trusted chip packagers and approved designers subject to due diligence and reporting obligations.

"We are holding foundries accountable for verifying that their chips are not being diverted to restricted entities,” Commerce official Alan Estevez said in a statement.

The rule also imposes tighter restrictions around a type of memory known as DRAM that is needed to make high bandwidth memory, which is used in AI processors.

The DRAM change will likely affect goods and technology destined for Chinese memory chip maker Changxin Memory Technologies, also known as CXMT, by imposing controls on more of its facilities, according to chip experts. CXMT did not immediately respond to a request for comment.

Companies are added to the Entity List for activities viewed as contrary to US national security or foreign policy interests.

Besides Zhipu AI, nine other entities were added yesterday over military modernization through advanced AI research, most of them also Zhipu entities. One company was listed for helping develop lithography equipment for advanced chip factories in China.

Sixteen companies listed, including the Sophgo units, are related to the development of chips that further China’s advanced weapons systems, weapons of mass destruction and high-tech surveillance applications, and were also targeted because they pose a risk of diversion to Huawei, according to the Commerce Department.

A spokesperson for the Chinese embassy in Washington did not immediately respond to a request for comment.
