How to trade NYSE in Pre-Market and After-Market hours?

i have been trading stocks in New York Stock Exchange (NYSE) for the past couple of years. I heard that is is possible for some trading platforms for us normal investors to trade during the pre-market and after-market hours.

May i know which are the ones available in Singapore?

I think we cant. It just that you will key in the target price and ticker and they will see if you able to sell/buy after hour.

What your take in the recent rally?
Any recommendation in some small cap stock?
