Theorem of safeguards futility
Safeguards involving appointments of lackeys and minions against abuses of state powers are not safeguards.

Examples
1.A peasant can be held for no more than one full moon from the date of arrest before he is served an Order of Detention (OD), or Restriction Order (RO), or released unconditionally.
Not a safeguard because Gestapo agents will probably recommend big heaps of OD or RO to detain peasants for fun.

2.Both the Order of Detention and Restriction Orders have to be approved by both the Minion of Home Affairs and the Rubber Stamp President of Peasantpore.
This is not a problem since a minion will not be called a minion if he/she balks Ruler Loong by not approving the OD or RO. The Rubber Stamping President cooperation is easier to obtain since he is advised by a committee whose majority members are Ruler Loong loyalists.

3.ODs and ROs are termed at 24 full moons and they can be renewed at the approval of the Minion of Home Affairs and the President of Peasantpore.
Hence peasants can be detained indefinitely by exhaustively renewal ODs and ROs by a cooperative Minion and President. A minion must obey Ruler Loong or he/she is not a minion. A Rubber Stamping President has to listen to Ruler Loong's advice because the law demands it.

4.Each OD and RO must be reviewed by a wayang Advisory Board which is headed by a Supreme Court Judge and two qualified citizens appointed by the President.
Review means can 'cry father cry mother' with no outcome. Notice the Supreme Kangaroo Court Judge is appointed by Ruler Loong. The Rubber Stamping President is usually advised by a committee who is staffed by Ruler Loong's lackeys, hence the President must lan lan follow Ruler Loong's whims and fancies.

5.A detainee must be informed of the grounds of detention and allegations made against him within 14 days of the service on him the Order of Detention.
A silly right with no practical safeguard. Basically you beat up a peasant and tell him within 14 days why he is beaten up and lan lan there is nothing he can do about it.

6.A detainee has the right to make representations (engage a lawyer or any person) against his OD to the Advisory Board which shall convene within 3 months of the detention.
You can waste money and engage a lawyer to force Ruler Loong to form a wayang Advisory Board packed with his chums within 3 full moons.
Basically if a gangster beats you up, you employ a lawyer to force the gangster to explain why he beats you up. Once the explanation is over, the lawyer balek kampung and you are beaten up again by the same gangster.

7. The Advisory Board shall have all the powers of a court for the summoning and examination of pro-regime witnesses, the administration of oaths or affirmations, and for compelling the production of documents.
Ruler Loong's chums in the Advisory Board kowtow Ruler Loong and print a document explaining why a peasant must continue to be detain by using a standard template document. The peasant is then detained again.

8. Even though the period of detention is for 2 years at a time, the Advisory Board shall review all cases every 12 monthly.
Ruler Loong's chums in the wayang board recycle or reprint the document for continued detention till Ruler Loong says otherwise.

9.In 1991, the Procedural Constitution and the ISA was amended to enact the Rubber Stamping President's concurrence when the pro-regime Advisory Board has recommended a detainee's release at the President's own discretion without the direction of the Cabinet.
The Advisory Board who are made up of Ruler Loong's chums, will never recommend a release unless Ruler Loong says 'ok, release that peasant lah'.

10.A Board of Inspection, made up of 50 lackeys e.g. Lan Jiaos of Peace and pro-regime community dogs, makes unannounced visits to the ISD detention centre to ensure that the peasant detainees are not subject to abuse and are well cared for.
Visits are unannounced only. The Board of Inspection can take a lan lan lan lan long time to show up. Peasant detainees can be beaten up without visible injuries and be subjected to subtle threats that are usually ignored by the 50 lackeys during their tours.

There is no lan jiao safeguard to ensure a peasant does not die during detention.
