Peg it to ministers' salaries of the top 10 or 20 countries in the world.
 
There is much merit in Low Thia Khiang's simple and equitable proposal which he made during the last election campaign.

Make ministers' pay multiples of the country's per capita GDP as determined by the Dept of Statistics. This has merit because, their pay would be:
  • tied to the income of the whole population and not just the top six (the idea of which is frankly sick);
  • a reflection of how the economy is doing, and not how the top six are doing;
  • more transparent because it is much more risky to lie about the nation's per capita GDP than the earnings of the top six.

This suggestion got very limited mileage in the Presstapo because of course it would have been hard to counter.
