As the Minister for National Development, Khaw Boon Wan who is also the PAP
Chairman, directed a cut in town council funding to APHETC after the Workers’
Party won Aljunied.
This led to budget constraints for the AHPETC, which were compounded by:
(1) the sudden termination of the town council fund management system by a $2
company called AIM set up by former PAP MPs;
(2) lack of proper handover of records from the former PAP team for Aljunied
led by millionaire Lim Hwee Hua.
The situation created difficulties for AHPETC in managing their funds.
The State media and MND then played up this and the latter initiated a
special audit.
Using the audit findings as an excuse, Khaw then proceeded to
withhold fundings to AHPETC to further tighten the “stranglehold”.
Now MND has taken AHPETC to Court because the latter did not accede to its
choice of PWC as the independent auditor due to potential bias as PWC had been
engaged by AGO to conduct an earlier special audit of AHPETC’s books.
