HDB has cleared controversial YPAP leader and new citizen from India Mr Sinha Shekhar from any wrongdoing in subletting his HDB flat.
Mr Sinha Shekhar sparked a massive outcry in cyberspace by revealing on the REACH Facebook that he owns a private condominium and a HDB resale flat which he is renting out, prompting a netizen “KojakBT” to write in to HDB to question if he has contravened HDB regulations:

Under HDB rules, while owners of private properties are allowed to purchase resale flats, they are supposed to live in them unless they obtain permission to rent them out.
When contacted by the Straits Times yesterday, HDB claimed it had checked Mr Sinha’s subletting case and ‘found it to be in order’.
“He has met the minimum occupation period for the subletting of the flat and approval has been given (for him to rent it out),” a HDB spokesman was quoted as saying in the Straits Times today.
Though Mr Sinha may have rented out his HDB flat legally, questions remain about HDB’s guidelines which appear to be fuzzy and unclear.
Are grassroots leaders and YPAP activists like Mr Sinha Shekar given “preferential treatment” by HDB?
How many such new citizens are there who own both condominiums and resale HDB flats?
At a time when young Singapore couples are struggling to afford a roof over their heads, is it fair to allow these newcomers to buy resale flats when they already own private properties?
Mr Sinha Shekhar is notorious in Singapore blogosphere for his description of PAP critics as “dogs” on the YPAP Facebook. Ironically, he was later given an “Outstanding Contributors’ award” by Prime Minister Lee Hsien Loong for the regularity of his contributions on the PAP REACH Forum and Facebook.

For some strange reasons, YPAP Chairman Teo Ser Luck has remained silent on his fellow activist’s outburst against PAP critics, an indication that he endorsed the harsh language used by Mr Sinha Shekhar.
A speech therapist by profession, Mr Sinha Shekhar became a Singapore citizen in 1994 and joined the PAP four years later, rising fast through its ranks to become its unofficial spokesman in cyberspace.
The PAP has been actively courting PRs and new citizens like Mr Sinha Shekhar to boost its flagging support base.
About 20 percent of PAP grassroots leaders in Singapore are born overseas.
Unlike men born in Singapore, Mr Sinha Shekhar has NEVER served a single day of National Service in his entire life.
