【on.cc東網專訊】地產建設商會執委會主席梁志堅表示，自己與郭炳湘已認識幾十年，一直都是好朋友，對其離世感到十分可惜，始終年紀不是很大，當初知道他患病，亦無預期會如此嚴重。
他回憶，郭炳湘當初讀完書回來加入公司幫父親手，當時已經常接觸，他形容郭為人全無架子，與行家凡事有傾有講，十分虛心學習，任何事都親力親為。
即使近年創立帝國集團後，亦全無大老闆架子，大家經常聯絡交流意見，例如早前雙方有樓盤位置相近，郭亦有主動聯絡希望大家建築時可互相遷就一下，避免阻礙對方景觀。
立法會議員葉劉淑儀則表示，當年任職保安局局長時，曾處理過郭被綁架的案件，又指對方是香港商界舉足輕重的人物，想不到如今因病離世，感到非常可惜，又向其家人致以深切慰問。

全民換新智能身份證將於今年12月27日展開
【晴報專訊】全民換新智能身份證將於今年12月27日展開，分階段用4年時間完成，入境處將在本月底起開放網上及手機應用程式預約，首批為1985至1986年出生人士，於明年1至3月指定期限到任何一間換證中心辦理，最早可提前4星期預約及填表，明年2月即擁有首張新證。入境處提醒，新證的相片較舊證大三分一，且更高清，故容許市民2次選相機會。
入境處宣布，12月27日起為全港市民更換新智能身份證，在全港各區設立9間智能身份證換領中心，包括灣仔、旺角、屯門等，每日共提供7,700個名額。入境處、勞工處、警務處及主要官員和議員將優先換領，其他市民將按出生年份分階段換證，首階段為1985至86年出生的人士，由明年1月21日至3月30日，可到換證中心辦理，共涉30萬人。
將推網上或App預約登記
入境處助理處長（個人證件）陳天賜解釋，在決定換證年齡時，考慮現有身份證簽發時段、過關頻率及人口分布。而對上一次換證時，首批正正是1985至86年出生人士，其持有亦是最長時間。他說本月29日及下月26日，將分別推出網上及手機App，供預約及填表服務，語音電話亦照常服務。預約服務可提前4周進行，若想在1月21日當日辦理，須在12月20日預約，完成後可在10個工作天後取得新證。
若長居海外，或身體欠佳無法回港的人士，他指可在返港時30日內補辦，或提供證明獲簽發豁免登記證明書。在換證期限內，可攜同兩名1954年或以上出生，即65歲或以上親友一同申領。明年第2季起亦會安排外展服務，派外勤人員到社署轄下院舍，為殘疾及長者換證。他提醒，若拒絕換證屬違法，最高可罰款5,000元，2015至17年間有7位人士被檢控，罰款500至2,000元。
