《每日郵報》報導，北韓領導人金正恩疑似26日抵達北京，展開其執政以來的首次訪華行程。若是金正恩真的訪問大陸，這不但是其任內首次走訪外國，更可能為接下來的「川金會」帶來諸多變數。

《每日郵報》指稱，一輛來自北韓的列車在層層警衛下駛入北京，隨後北京車站便暫停服務，搭車的旅客也遭轉移。此外，與北韓接壤的丹東市政府，自上週以來在兩邊往來的火車軌道上設下路障，自25日下午更封鎖車站與鴨綠江大橋。《共同社》則引述中共官員說法，指出北韓的高級官員已抵達北京；惟未證實是否為金正恩。

由於2011年金正恩的父親金正日，也是由丹東車站乘火車前往北京，加上當時安檢措施與此次相當類似，故引發金正恩走訪中國大陸的揣測。

據南韓《Daily NK》報導，大陸遼寧丹東一周前，在大陸與北韓鐵路上採取「特別措施」，讓外界無法看到往來雙方的列車。外傳疑似是金正恩將「首次訪陸」。昨天上午丹東警方，更是封鎖火車站與鴨綠江大橋。甚至大陸官方還嚴令，要求陸媒不准報導有北韓及金正恩的任何相關消息。

另外一方面，大陸鐵路北京局集團今在官方微博上，公告多輛中國東北地區的列車誤點消息，讓許多網友就猜測「天蓬元帥（大陸網路上暱稱金正恩的用語）來了」、「三金進京」。此外，還有居住北京釣魚台國賓館的當地民眾，在微博大吐苦水指，面向大街的一排窗戶全部要拉上窗廉，且不能站人。而這些種種的保密防禦措施，都與之前金正日2011年訪陸相似。

BEIJING — A video that appeared to show the arrival in Beijing of an old-style green train of the kind that has been used by North Korea’s leaders fueled intense speculation on Monday that a high-level North Korean delegation, perhaps even one led by Kim Jong-un, was meeting Chinese leaders ahead of Mr. Kim’s planned meetings with President Trump and South Korea’s president.

There was no official pronouncement from China or North Korea about the train and its passengers. The South Korean press, which usually monitors North Korean official movements carefully, was circumspect on Monday night about the speculation.

But the Japanese broadcaster NTV showed footage of what it said was the train arriving in Beijing. It said that green cars with yellow stripes were similar to those used by Mr. Kim’s father and predecessor as leader, Kim Jong-il, when he visited China in 2011, raising the possibility that the younger Mr. Kim or a powerful envoy may be visiting Beijing.

In addition, the Japanese broadcaster NHK, citing unnamed diplomatic sources, said that a train seemed to have arrived in Beijing from North Korea.

Journalists in Beijing also spotted a military honor guard welcoming a convoy of vehicles that entered the Diaoyutai State Guesthouse where top North Korean leaders have been known to stay on visits to China, adding to the speculation about a high-level delegation from the North.

But even the closest watchers of Mr. Kim’s activities were unsure who was on the train. Some residents in Beijing shared images of what seemed to be a motorcade of 20 or so cars speeding through the city, but those images could not be verified.

Further details of his trip, including how long Kim would stay and who he would meet, were not immediately available. The people asked not to be identified because of the sensitivity of the information.

Speculation about a possible visit by a high-ranking North Korean official circulated around the Chinese capital Monday, after Japan’s Kyodo News reported that a special train may have carried Kim through the northeastern border city of Dandong. Nippon TV showed footage of a train arriving Monday in Beijing that looked similar to one used by Kim’s father, Kim Jong Il, to visit the country shortly before his death in 2011.

The unannounced visit is the latest in series of diplomatic power plays in Asia as U.S. President Donald Trump’s battle to lower the U.S. trade deficit becomes entangled with his effort to get Kim to give up his nuclear weapons. Chinese President Xi Jinping has found himself preparing for a trade war with Trump even after supporting progressive rounds of United Nations sanctions against the Kim regime.

The U.S. appears to have had no advance knowledge of Kim’s visit. White House Deputy Press Secretary Raj Shah told reporters on Monday that he couldn’t confirm reports of the trip and “we don’t know if they’re necessarily true.” A State Department spokesman, Julia Mason, responded to questions about the report with a single sentence: “We’d refer you to the Chinese.”

“What I’ll just state, though, is that where we are with North Korea is in a better place than we used to be because the president’s maximum pressure campaign in conjunction with dozens of countries around the world has paid dividends and brought the North Koreans to the table,” Shah said.

‘Doesn’t Want to be Left Out’
“If this meeting is confirmed, it may actually be more productive than a photo op between Trump and Kim in a few weeks,” said Melissa Hanham, a researcher at the James Martin Center for Nonproliferation Studies, in Monterey, California. “North Korea is often perceived as an ungrateful junior brother, but recent tensions and increased nuclear and missile capabilities mean China’s taking this seriously and doesn’t want to be left out of the process.”

Trump decided earlier this month to grant an unprecedented meeting to the North Korean leader, after South Korean officials said Kim was willing to discuss giving up his nuclear weapons program. North Korea’s official media have yet to confirm the summit, and details on when and where it will happen are still being worked out.

“Presumably, part of what’s on the agenda is the Chinese want a sense of what Kim expects or is seeking in the meeting with the U.S., if it ever occurs, as well as their attempt, of course, to influence it,” Jacques deLisle, who teaches Chinese law and politics at the University of Pennsylvania Law School, said in an interview.

Strained Ties
Kim’s delay in visiting China since his ascension as North Korea’s leader seven years ago reflects “strains in that relationship,” deLisle said. “China has grown more frustrated with North Korea over the years especially under Kim the younger, Kim Jong Un.”

Ties between China and North Korea, who fought together against South Korean and UN forces during the Korean War, have been strained as China backed sanctions crimping the country’s energy imports and sources of foreign cash.

While China opposes North Korea’s nuclear weapons, it also doesn’t want to see Kim’s regime collapse or war break out on the Korean Peninsula. Any instability could lead to a refugee crisis or potentially U.S. troops on its border.

“There are precedents for the North Koreans going to Beijing to talk about what they should do next,” James Edward Hoare, associate fellow of Chatham House and a former U.K. diplomat to Pyongyang, said in an interview. “If it’s true it’s probably to ask advice on how they should handle a meeting with the Americans.”

Kim was expected to meet South Korean President Moon Jae-in near their shared border next month, in a prelude to the potential summit with Trump. Diplomats from the U.S., North Korea and its neighbors have since been shuttling across the globe to prepare for the summits.

North Korean leader Kim Jong-un has made a surprise visit to China, according to reports, which described a special North Korean-style green train arriving in Beijing amid heavy security.
Japanese media described the train as green with yellow horizontal lines and 21 carriages – similar in style to the train that carried Kim’s late father, Kim Jong-il, when he visited China in 2011. Train delays of up to two hours were reported by the Beijing railway bureau.

The visit to China would be Kim’s first known trip overseas since he took power in 2011 and comes ahead of the much-hyped talks with US President Donald Trump.

Details of Kim’s trip, including how long he will stay and who he plans to meet, were not immediately available, according to three sources who spoke to Bloomberg News.

Responding to questions about the visit, China’s foreign ministry said it was “not aware of the situation”. It was also unclear whether the US had advance knowledge of the trip.

Reports of a long motorcade with a police escort making its way down Beijing’s Changan Avenue, in the direction of the Diaoyutai State Guest House, have added to speculation that North Korea’s leader was in the city.

Kim previously agreed to meet South Korean president Moon Jae-in in April, following diplomatic talks in February.

Relations between Beijing and Pyongyang have been strained, as China has backed UN sanctions on North Korea as Kim pursues his nuclear weapons program. China opposes Pyongyang’s nuclear ambitions but is also wary of any instability that would result in the region if Kim’s regime collapsed or if a war broke out on the Korean Peninsula.

Earlier this month, Trump agreed to a meeting with Kim if the North Korean leader makes certain commitments regarding its nuclear program before any meeting takes place.

The Chinese Academy of Sciences recently announced the sale of ballistic missile tracking technology to Pakistan.

The equipment is touted as a sophisticated optical monitoring system capable of collecting useful data and glean better insight into ballistic missile tests. The South China Morning Post reported last week that the equipment would accelerate Islamabad's development of multi-warhead ballistic missiles.

Particularly, the equipment includes cameras capable of tracking multiple warheads simultaneously, the Diplomat notes, which could be especially helpful for Pakistan's first MIRV-capable missile. Multiple independently targetable reentry vehicle (MIRV) capability was recently tested on China's DF-41 missile, which can carry up to ten warheads.

According to a fact sheet from the Arms Control Association updated this month, Pakistan was not a signatory to the 1968 nuclear Nonproliferation Treaty, possesses a nuclear arsenal and currently is "pursuing new ballistic missile, cruise missile and sea-based nuclear delivery systems."

Further, "Pakistan has lowered the threshold for nuclear weapon use by developing tactical nuclear weapon capabilities to counter perceived Indian conventional military threats," the nonproliferation group noted. Estimates put Islamabad's nuclear warhead stockpile around 130 to 140.
