The first part gives background information on the definition of collective bargaining and the history of Singapore’s labor movement, NTUC while the second part illustrates the use of legislation such as the Trade Unions Act (Chapter 333) and the Industrial Relations Act (Chapter 136) to curtail the development of an independent trade union movement apart from the official sanctioned NTUC.

NTUC was created in 1961 when the labor movement, which had backed the PAP in its bid for self-government split into the pro-PAP NTUC and the leftist Singapore Association of Trade Unions (SATU) affiliated later to the Barisan Socialist formed in 1963 by leftist PAP MPs. The SATU collapsed in 1963 following the government’s detention of its leaders during Operation Coldstore, leaving NTUC as the sole trade union centre.
