I would have ranked Singapore no.9 but since those 2 medal wins were from foreign imports, they have no right to be in any medal table.
It took me an look time to make this list. I kinda disagree with IOC rankings, there are more reasons than just than the number of gold medal or the size of the population.
No 1. Hungary
Population: 9,971,000
They've won 17 medals in various types of sports, and 8 of were gold. Compare to Australia, South Korea, New zealand Hungary is an very poor nation but still managed so much, so they should take no.1 spot.
No 2. Jamaica
Population: 2,709,300
They won 12 medals and 4 them gold. Which is very impressive but all those medals won were only from sprinting so that's why I place them no.2
No 3. Mongolia
Population: 2,800,114
They won 5 medals, 2 silver and 3 bronze in various types of sport. Boxing, wrestling, Judo. Even though they din't win gold they deserve no.3 sport because Mongolia suffers from extreme poverty and lacks all training facility, there even poorer than Jamaica and Grenada and lives in much harsher conditions.
No 4. Grenada
Population: 104,890
They've won one 1 gold medal, that is extremely impressive for island nation, IOC ranks them 1st in reality, but this is their first ever medal.
No 5. South Korea
Population: 49,779,000
They won 28 medals and 13 were gold. If we count only top 5 Official ranking in GDP than South Korea will definitely rank higher than America and China.
No.5 Great Britain
Population: 62,641,000
They've won 65 medals and 28 were gold in various sports. If we count only top 5 Official ranking in GDP than Great Britain will definitely rank higher than America and China, just not sure if they rank higher than South Korea.
No 6. Cyprus
Population:1,116,564
They won one silver from mountain cycling bike. That is impressive for an island population far more impressive than greece 2 bronze wins.
No 7. New zealand
Population: 4,405,200
They've won 13 medals and 6 were gold medal in various types of sport, definitely one of the most impressive sport nation.
No 9. Hong Kong
Population: 7,071,600
They've won one bronze medal in cycling, there an cramped city with special administrative region, is it smallest place to compete in Olympics, and lack many olympic infrastructure due to lack of space.
No. 10 Australia
Population: 22,620,600
Australia won 35 medals, and 6 of them are gold, that's very impressive for an small population but didn't do as great as last time.
