Help! Frustrations about Upgraded HDB Toilets

Dear all, my mum's toilet was upgraded because her HDB is old.

It was supposed to save water, but then my mum told me that she ended up having to flush 2-3 times after poo. In the past just once.

Now she got stressed and flush once after she poo and flush another 1-2 times after wiping. Lately, she even changed to lousy cheap NTUC toilet rolls that disintegrates easier in water, instead of 3ply toilet papers. 3plys are better because your fingers don't poke through the tissue when wiping.

These chinese toilet closets from HDB are not saving more water. I feel that the design is a flaw.

Anyone here has the same experience?
