HDB commits offence but refuses to rectify and penalizes other motorists

I am a resident in Dover Road for over 30 years and am recently affected by the Enbloc/SERS upgrading and have to shift about 500m from my existing home to the new ones at Blocks 28A to D at Dover Crescent.

I do not have any outstanding summons with the HDB nor do I own a vehicle. I love my home and the residents in the small area of Dover are a very closely knitted bunch.

The HDB has inconvenienced and endangered residents, handicapped and pedestrians as well as other road users by using the Handicap Lots at Block 28C to dump sand and debris. This prevents the handicapped residents and members of the public from using the handicap lot. Residents in the process of moving and unloading do not have a proper space to park their vehicles to unload.

The Loading and unloading Bay at Block 28C is fully blocked and taken up by the HDB contractor’s Debris Container.

Next, the service road for Emergency vehicles between Block 28A and 28B is partially blocked and used by HDB contractors to dump debris and waste as well. The rubbish bin centre right beside the present debris dump site is utilized. This is unsafe as it is right beside the NTUC supermarket and the Food Court. Besides posing as a potential danger to residents and pedestrians, it also prevents emergency vehicles from reaching the inner blocks should there be a need to.

This has been going on for weeks. I have sent 3 emails to hdbcarparks, made 4 calls to the HDB Parking enforcement unit as well as 2 calls to the Clementi Branch Office yet no one bothered to reply me and the blockages continue to exist. I left my name, NRIC and phone number with every call.

All this while, I have witnessed so many parking attendants in the area issuing summons to residents who parked their vehicles along the same service road to do their unloading. It’s obvious that with the HDB contractors utilizing the unloading bays for their own purposes, other residents have no choice but to park as close to the unloading bay as possible to do their unloading. Sadly, this also means an immediate offence and summon issued. No grace limit is expected if one parks illegally along the service road.

I do not even want to start with the allowance of HDB contractors’ vehicles allowed to park overnight in the service Roads. Too much to say all at once.

HDB has also made their official stance that all vehicles parked along the service road for emergency vehicles will be summoned immediately as it prevents emergency vehicles from entering if needed. Handicapped Lots are even used to hold sand. What kind of message is HDB sending to the residents?

HDB is acting in an arrogant and high handed manner as they have totally ignored all my calls and emails without reverting back to me and continue to commit offences and break the very laws they enacted while causing inconvenience to the residents and at the same time continue to book other residents and motorist in the vicinity for committing the same offence as the HDB themselves.

Who am I to refer the matter to if the HDB themselves break the laws the enacted and totally ignore my requests for them to behave responsibly and to rectify the situation?

I asked a parking attendant why they do not issue a summons to the HDB contractors using the handicapped lots as well as they loading and unloading bays for their own storage and my reply was that they are not empowered to book them.

As this is written, the booking of other vehicles continue while the HDB contractors carry on doing as they like. It is absurd and unreasonable to continue to book other residents for offences that the HDB themselves are guilty of committing. This reeks of discrimination and double standards. Who is going to fine the HDB?

One thing for sure, HDB screwed you in depth and it will be an uphill task to screw them back. I wonder why didn't you lodge a complaint to Traffic Police rather to HDB, indiscrimate parking has nothing to do with HDB anyway as it is due to their contractors waywardness. It is understandable why HDB turns a blind eye to you as its not part of their jurisdiction to control their contractors. HDB also can't give two hoots whether they are right or wrong for that matter cause we are lesser mortals to them.

Better still while don;t you STOMP it so that the nation can be behind you in your crusade against HDB.

If you want a positive response, give feedback in a polite way - don't KPKB this and that - and complaint this and that. Or write cock-and-bull story like not owning a car or not having unpaid summonses (these are distractors. They may get more attentions than the real issues).

Complaints are airing of hot air (there are many in this forum; some have become maniacs), which will dissipate after a short while, and will be accepted as such. But feedback and even positive suggestions will normally elicit a response (minimally a thank you note).

Use also proper procedure and channel - name, NRIC (optional), home address and a telephone (as you have correctly done). Anonymous letters belong to the waste bin. Because it could be from someone living in - Nigeria!

Don't cut short the process or potong jalan and expect immediate action - like seeing the MPs. The MPs have tonnes of more important issues to attend to - like children got no place in schools, like people who are retrenched and seek help to find jobs, like families without means to buy food for their children, like young people who don't want to get married because they can't get to buy or hire a priority HDB flat, etc. Yours will be at the bottom of the pile.

Write direct to the Town Council (carparks unit is handled by small fries) and they will know how to arrow to have the problem rectified. They will be happy because they feel more self-important as they are not the one doing the job. Who doesn't want to be happy? Or write or cc to the area CCC Chairman POLITELY not ANGRILY. Stress not so much about inequality or discrimination (that's normally treated as an accusation) - or adopt a why-they-can-do-this-but-I-can't mentality (this is childish) but on DANGER posed to children, senior citizens, innocent school children or community at large. Better still, quote actual accidents that happen.

Finally, know what you are complaining. HDB appointed contractors are not HDB itself per se. HDB or Town Council is the boss who hires the contractors or vendors. They can tell the contractors what to do. And as a boss, they can and usually get a bit heavy-handed and get the contractors fined or blackmarked for future contracts.

Finally be gracious and thankful. Your middle-aged HDB flats are among the few fortunate ones selected for SERS beautification programmes. HDB is adding value to your flat. You can enjoy the better facilities or environment, or you can sell it for a much higher profit. Who doesn't want to feel appreciated? Best wishes for the new year!

The general practice is to give carte blanche to contractors within that designated zone to complete their work and it is not confined to HDB estates. Instead of writing "War and Peace", the writer should pick out the obvious infringements that are not related to the contractor's work and write in.

They should issue a summon to the writer for writing badly.
 
u might be right but I am sure designated zones are zones labelled "for debris only" and surely not zones within blocks which have others moving in and labelled loading and unloading as well as handicap lot.

I did not intend to add claims like I do not have oustanding summons or about me not owning vehicles but my 3rd call to the HDB had their staff asking me the question upon my complaint "Sir, what is your car number? were u issued a summon?" Not the exact words but to that effect.

Lest many start wondering if it was because I was summoned and was trying to get back at the HDB, I thought that it was good to clarify 1st.

Apologies if it was a little redundant.


HDB values are very much worthless and percieved and inflated imho. My home is for living, to me at least not for speculation. My existing flats are perfectly fine and the enbloc imho is anything but a benefit.

I would be inclined to think that the real benefits go to the HDB as they reuse our beautiful existing place for their own resale and profit.
