Has the Marina Barrage Failed?

After heavy but a relatively short period of rain, many parts of downtown Singapore including Chinatown and the Shenton Way area was flooded. Some parts such as Cross and Upp Cross Streets were under so much water that only heavy vehicles could get through.

I checked the tide tables and it was not even particularly high tide at that time.

But hey! The multi-million dollar Marina Barrage which became quietly 'operational' in July (after a delay of one year) should have made the issues of tide irrelevant in the first place. Indeed, with the Barrage in operation, there should not be flooding at all, not especially when the period of rain was so brief.

So has the very expensive barrage failed?

SINGAPORE: Heavy downpour early Friday created havoc with the morning rush hour traffic, causing massive jams and several accidents on the roads.

MediaCorp’s hotline received many calls of water ponding and floods along Desker Road, roads around Jalan Besar, outside Singtel building near Somerset MRT station and along Orchard Road in front of the Marriot Hotel.

A check with the National Environment Agency (NEA) found that the early morning downpour was due to Southwest Monsoon conditions.

The NEA said that widespread showers with thunder and gusty winds are likely for one or two days in the pre-dawn hours and early morning.

The Agency’s forecast for the next two days also calls for morning showers with thunder.

The barrage has one purpose.

The roadway incoporated into the design to enable rich people from the golf course to enter IRs without any fuss.

Singapore must take care of the rich people especially the Rich Fts becos they bring money to singapore and make our life better.

the barrage also has another purpose, store water so 20 years later ,singaporeans can drink.

Singaporeans hate to drink spring water from Malaysia, they like sai chwee and longkang water.

According to Confucianists like LKY, floods are one of the signs of the withdrawal of the Mandate of Heaven to rule. That was probably the reason for the haste to build the barrage, and initial high profile of the project. Then it went strangely quiet. The first deadline for completion (2007) came and went with nary a whimper from the Presstapo. There was no new deadline because had there been it would have been an admission there was a delay.

Then in July 08 it became operational, not with the usual fanfare, but with a silence of a library's reading room. Was there worry about the effectiveness of this expensive project? Were the floods yesterday (26 Sep 08) the reason for this reticence?

Were the floods despite desperate attempts to stave them off a first sign of the Mandate of Heaven slipping away from the PAPzis?
