首例新流感境外移入 台灣疫情提高至第二級黃燈

新流感來勢洶洶，國內出現首例新流感境外移入病例，使得台灣的新流感疫情提升到第二級黃燈。疾管局副局長施文儀表示，個案是一名52歲的外籍人士，從香港轉機來台，幸好在桃園機場被檢疫人員攔下。疾管局呼籲與個案同樣搭乘CX831與CX468的前後三排乘客與機組員儘速主動向1922通報。

台灣出現首例新流感確定病例！中央流行疫情指揮中心20日上午10時緊急召開記者會。衛生署疾病管制局副局長施文儀表示，這名個案是名52歲的外籍男子，本身是急診科醫師，平時擔任郵輪船醫工作，4月20日離開台灣到紐約，然後一直待在紐約。5月17日從美國搭乘CX831於18日抵達香港，18日再從香港搭乘CX468於晚間9時30分抵達桃園機場，在機場發燒篩檢站的體溫測量為38.3度C，被檢疫人員攔下，後送到署立桃園醫院一直隔離至今，目前個案健康狀況良好，正在服用抗病毒藥物。

施文儀也公布這名個案所搭乘的兩班班機座位，CX831位置在41H、CX468則是62K。疾管局呼籲與個案同班機的前、後三排旅客必須主動向1922通報，防疫人員將會進行調查、採檢及預防性投藥。施文儀說：『(原音)在前三排、後三排的旅客，如果看到了今天的新聞，請儘快打1922來跟我們疾病管制局的相關客服人員來聯絡，我們的衛生人員很快就會到達你的住所，來實施採檢、衛教，還有相關的預防性的措施。』

CX468航班的機組員與旅客有298人，目前指揮中心已經掌握CX468的密切接觸者名單，前三、後三排的旅客共計57人，目前正積極展開調查防疫工作。另外，CX831航班的機組員及乘客則有400、500人，目前指揮中心也已經取得艙單。

首例境外移入病例出現後，國內新流感疫情也從第一級的綠燈提升到第二級的黃燈，指揮中心也把情況通報給國際衛生條例(IHR)、世界衛生組織(WHO)以及相關國家聯繫窗口。指揮中心決定20日中午召開第8次會議，並由行政院副院長邱正雄親自主持。

Taipei - Taiwan announced Wednesday a man arriving from the United States via Hong Kong was tested positive for the new strain of the H1N1 influenza virus, making him the island's first swine-flu case. "We have raised the pandemic alert level to phase 2, meaning there is an import of a confirmed H1N1 flu case, and the public should increase their caution against the disease," said Shih Wen-yi, spokesman of the Centre for Disease Control, in a news conference.

He said the 52-year-old patient arrived in Taiwan Monday night from New York through a connecting flight from Hong Kong.

"He was found to have a high fever of 38.3 degrees C and was immediately sent to hospital for isolation and treatment," Shih said. "His condition was listed as stable by doctors," Shih said.

Shih declined to reveal the nationality and name of the patient for privacy sake, but local news media reported that he is from Australia, practicing medicine in eastern Taiwan for two decades and was married to a Taiwanese woman.

Shih confirmed that the patient is a "foreign" doctor who lives in Taiwan. "He went to New York on April 20, serving as a short-term doctor in a cruise liner, and apparently contracted the disease in the US," Shih noted. The cruise liner reportedly sailed between Miami and the Bahamas.

Shih said the patient flew from New York to Hong Kong Sunday on a Cathay Pacific Airways flight and connected to Taiwan Monday evening, also with Cathay Pacific.

He said the man developed flu symptoms several hours after he boarded the plane from New York to Hong Kong, but believing that it was just exhaustion because of long-haul flight, the man failed to wear a face mask.

Shih said test results released Wednesday showed that the patient was infected with the H1N1 virus.

The CDC is tracing the 57 passengers who sat in the three rows before and behind the infected passenger on the Hong Kong-Taipei flight.

"However, people do not need to panic because one can avoid becoming infected by washing hands and a wearing face masks in crowded places," Shih said.

Health Minister Yeh Ching-chuan, who was attending the World Health Assembly in Geneva, cut short his stay to return to Taipei after learning of the H1N1 case.

The United States has been among the countries hardest hit in the H1N1 outbreak, which has infected nearly 10,000 people in 40 countries and killed 79 people, according to the World Health Organization.
