u don need 100 poor people, all u need is some grassroot club and their member and family that would be 100. it seems that nobody in their even know about the existence of this scheme.
perhaps this scheme is by the mp to make merry with his grassroot and rc people using goverment money but the report just twist and turn the stories. why i say this? because i have seen people from other rc doin similar things.
