陳指,昨日中午發現事件,初步相信是銹蝕所致,相信屬個別事件,鋼纜折斷並不常見。由於鋼纜有灌漿保護,故從外面看不出銹蝕。鋼纜分外置及內置兩部分,內置有40條鋼纜,外置6條,今次折斷是外置的其中一條。

他稱,對上一次檢查鋼纜於去年9月,約2星期前檢查大橋其他事宜時,都沒有發現異樣。署方已安排承建商於3星期內更換受損部分,但需視乎適當物料及工具安排。

署方已巡查大橋其他鋼纜,並無發現異樣及確定結構安全,當局會詳細檢查受損鋼纜找出原因,並專家測試其他鋼纜狀態,冀3個月內完成檢視其他同類設計的橋樑,包括青衣北橋及8號幹線公路等。

Pre-casted Pre-Stressed Concrete Beams, got bunch of cables inside. If the bridge was from 2007, their beams would had been made in 2204/2005 for construction in 2016. Inside chamber of the beams can be very moist and invaded by SEA WATER SALT during e.g. Typhoon. Rusty can break in 10 years can be expected. Time to replace whole batch.

【星島日報報道】(星島日報報道)於二○○七年建成、橫跨后海灣的深圳灣公路大橋通車不足十二年,路政署近日發現大橋往香港方向行車線的高架橋梁,一條外置鋼纜折斷,相信是鏽蝕所致。路政署署長陳派明昨表示,鋼纜折斷不是常見現象,但設計時已有預留足夠的安全系數,道路結構仍然安全,現時大橋往香港方向的其中兩條行車線已暫時封閉,料三星期內完成更換。
全長約五點五公里、三線雙程分隔車道,連接香港流浮山及深圳蛇口的深圳灣公路大橋,通車不足十二年,路政署署長陳派明昨日表示,署方前日在深圳灣公路大橋進行例行檢查期間,發現往香港方向行車線的一條高架橋梁,其中一條直徑約一百六十毫米外置式預應力鋼纜折斷。他解釋,高架橋梁以混凝土橋板架設在橋墩上,並以多條內置式及外置式鋼纜連貫組成結構組件,職員已檢查其他鋼纜,並沒有發現異常情況,而橋梁結構專家亦到場進行特別檢查,均認為結構安全並沒有受影響,可以繼續行車。
陳派明表示,由於鋼纜有灌漿保護,從外面看不出鏽蝕。署方上一次進行鋼纜檢查是在去年九月,當時未有發現異常情況,其後在兩星期前檢查大橋其他部分時,亦沒有異樣。惟在前日下午進行大橋其他檢查時,發現有外置式預應力鋼纜折斷。據初步估計,折斷是因為鏽蝕所致,未來會提取鏽蝕的部分進行試驗,包括金屬物料試驗,以找出折斷的原因,陳又指,大橋建造時有一套審慎的監測機制,需符合機制才可容許大橋通車,相信鋼纜的物料是符合當時要求。
深圳灣大橋現時設有四十條內置鋼纜及六條外置鋼纜,陳派明表示在大橋設計時,已有考慮需要更換鋼纜,因此設計時已預留足夠的安全系數,「在更換鋼纜時,即使在缺少其中一條鋼纜時,橋面仍可以正常行車。」他補充,涉事地點位於香港境內,無論設計、建造、維修、保養等都是由香港的承建商負責。
陳派明說,署方已聯絡安裝鋼纜的承建商,三星期內完成更換鋼纜,「要取決能否安排適當物料,及工具能否安排,希望可以盡快更換。」他強調,相信事件屬個別事件,「鋼纜折斷不是常見現象,我們不會掉以輕心。」他預計,會在未來三個月逐一檢視全港類似的鋼筋橋梁,包括內置鋼纜,而青衣北橋及八號幹線公路亦採用類似方法設計。深圳灣公路大橋現時往香港方向的三條行車線,其中兩條已暫時封閉。

至於深圳灣公路大橋的承建商金門建築,亦承建多項道路及橋樑工程,包括廿億元的后海灣幹線北段工程、八十億元的屯門至赤鱲角連接路—南面連接路高架道路段、六億元的青山公路改善工程合約等。而金門建築近年捲入的工程事故有大館倒塌;有逾一百五十年歷史、俗稱大館的中區警署建築群,其中已婚督察宿舍於復修工程期間倒塌,金門建築被控進行嚴重偏離批准圖則所顯示的工程,以及工程導致財產損毀。
