SINGAPORE - Police investigations into the conduct of Workers’ Party (WP) chief Pritam Singh and vice-chairman Faisal Manap during a lying scandal involving former WP MP Raeesah Khan are still ongoing, said Home Affairs and Law Minister K. Shanmugam on Tuesday.

Mr Shanmugam gave this update in a written parliamentary reply to Mr Zhulkarnain Abdul Rahim (Chua Chu Kang GRC).

In February 2022, Parliament had voted to refer Mr Singh, who is Leader of the Opposition, and Mr Faisal for further investigations by the public prosecutor with a view to considering criminal proceedings.

The public prosecutor had in turn referred the matter to the police for investigations.

This came in the wake of a report issued by the Parliament’s privileges committee, which found that Mr Singh, Mr Faisal and WP chairman Sylvia Lim had played a part in guiding Ms Khan to keep to her narrative, even after she confessed to them that she had lied to the House.

Ms Khan had admitted to lying about a sexual assault case that she cited during a parliamentary debate on empowering women in August 2021, and again in October 2021, when she was asked in Parliament to provide more details about the case.

The Committee of Privileges, chaired by Speaker of Parliament Tan Chuan-Jin, was set up to look into the lies.

It later determined that Mr Singh lied while giving evidence under oath and that this could amount to perjury, while Mr Faisal’s refusal to answer questions could amount to contempt of Parliament.

In April 2022, the police said they had gone through the evidence provided by Parliament, and that people relevant to the case would be contacted as part of the investigations into the possible offences disclosed.

Police shouldn't be a hit man deployed in this case which is essentially a parliament issue.

The referral to police was imho, just a sly ruse in the pretex of impartiality cos by rank, PAP shouldn't ask police (part of executive) to fall in behind PAP majority Parliament Committee of Privileges (PCOP) to investigate case.

If there is any dispute by WP about the PCOP findings and decision, then WP will automatically appeal to judiciary to adjudicate that the findings.

What PCOP has done is somewhat ultravires or unconstitutional to refer the issue to AGC because this shouldn't be an executive issue and by asking executive pillar of government to back up the PCOP, it only confirms that the government is biased towards PAP because the executive is formed by PAP as a result of their legislative majority in parliament.

PAP is trying all sorts of contortions at public expense and AGC/police all operates on tax payers money.

AGC and police should thus never have been brought in to investigate a parliament issue, except to assist the PCOP if they have the necessary specific technology or forensic department available.

PCOP should have made its own decision, it's PAP majority of members notwithstanding.

The courts would adjudicate based on PCOP report and findings, calling in the AGC IMHO is a PCOP neglect/abuse of authority, squandering of tax payers money and would have changed the result minimally if WP still ultimately appeal the case to the judiciary.

In this process, PCOP would have lost credibility and citizens will be upset that their trust in PAP and granting PAP the strong mandate in elections has only resulted in an incompetent and biased PCOP, resorting to nebulous processes at every opportunity and calling in the executive (AGC/police) to attend to what is a legislative issue essentially.

PAP has sown the seeds of destruction of citizens trust in democracy by not respecting the sacred concept of the separation of powers based on the 3 separate pillars- legislature, executive, judiciary - of government and treating the AGC like a sock puppet to fix their political opponents with cheap/lame excuses like that the PCOP was majority PAP in representation.

Wasn't it PAP mistake that PCOP was majority PAP to begin with, so why is the system designed by the PAP Parliament so dysfunctional and expensive to run now?
