my 75 year old neighbour got $20K in his CPF and he wanted to listen to wise advice of SM Goh. he told me he wanted to spend certainly despite the recession.but he cannot take his money out of his CPF! so how? got savings and yet cannot withdraw and cannot spend?

can the cpf release all the money so that he can spend and follow the wisdom of sm goh?
