Yes they were cheated. This Indian family gave deposits to 2 houses and found that they had been rented out to other folks.

i am not an expert in house or room rental etc...

But I think some of the basic safeguards you must have is:

1) never rent out to PRCs and Indian nationals.

2) rental must be collected in advanced.
Rental for month of Jan is collected on Jan 1 latest.
Rental for month of Feb is collected on Feb 1 latest and so on.

3) Security deposit must be there in advanced to guard against anything, like damaged furniture, damaged structures, etc...

4) never accept personal cheques / electronic interbank fund transfers from tenants, unless its from a reliable source (say the tenant's employer, an MNC, is paying the rent on his behalf)

There is always the dispute of "I have already instructed my bank to transfer $XXXX to you. You didn't received it? sorry the amount has already been deducted from my account, and I can't show you my bank book, its private"
The same applies for personal cheques.
