France moves closer to Muslim face veil ban

The head of President Nicolas Sarkozy's Right-wing UMP party on Tuesday said he would continue to push for a total ban of face-covering Islamic veils in France.

Jean-François Copé's proposal for a full ban was backed by 190 MPs but rejected by a cross-party commission, which handed a list of proposals to parliament recommending a ban of the burka or niqab in state facilities but not in the street.

The ban would apply to public places, including all schools, hospitals, public transport and government offices. It described the face-covering veil as an unacceptable "challenge to our republic".

Mr Copé, however, dismissed the idea a full ban was unconstitutional.

"It is incomprehensible to say you can't wear (the full veil) in hospitals but can in bakeries," he told the Daily Telegraph.

His stance is backed by the majority of French: a poll last week showed 57 per cent are in favour of a total ban.

The cross-party report recommends passing a parliamentary resolution, paving the way to a law making it illegal for anyone to appear with their face covered at state-run institutions and on public transport, for security reasons.

Niqab-clad women could be denied services at the post office, or other government buildings, as well as access to a work visa, residency papers or French citizenship, the report said.

Parliament is expected to pass a resolution after regional elections in March, with a law possible "by the end of the year", according to one commission member.

The opposition Socialists refused to endorse the final report but were split. Some, like MP Manuel Valls, wanted a total ban, while others boycotted a vote on the report, saying the veil was a "marginal" problem and the report had been "polluted" by a debate on national identity.

President Sarkozy last June said the full Islamic veil was "not welcome in France " but has been advised an outright ban in the streets would likely be rejected by France's Constitutional Court or, failing that, by the European Court of Human Rights.

Eric Raoult, a conservative deputy and vice-chairman of the commission, said a law banning veils completely needed to be carefully drafted to ensure it was not overturned.

"There wouldn't be anything worse than proclaiming something and seeing it annulled by the Constitutional Council," he said. It would be a "gift" to Islamic fundamentalists.

On Tuesday Mr Sarkozy sought to reassure French Muslims that their faith was not under attack, saying that freedom to practise religion was enshrined in the constitution.

"Our country, which has known not only wars of religion but also fratricidal battles due to state anti-clericalism, cannot let French Muslim citizens be stigmatised," he said in a speech at a cemetery for French Muslim soldiers at Notre Dame de Lorette cemetery, in northern France.

Most leaders of France's five-million-strong Muslim minority say a legal ban would be excessive since fewer than 2,000 women are said to wear them.

But one imam in the Paris suburb of Drancy, in Seine-Saint-Denis, received death threats after calling for a burka ban. Around 80 Islamists stormed his mosque on Monday and insulted him for half an hour.

"They wanted me dead," said Hassen Chalghoumi. But "we are resisting (them)," he told Radio Orient.. "My voice is that of the majority, I work for the future of my children and the French republic so that Islam can find its proper place and Muslims are respected."

Totally agree with you. There must be rationality both in religion and politics.

I believe its a problem of communication between the French adminstration and the French Muslims.

The Yemen-based al-Qaeda group has formed a women’s brigade of 'non-Arab' suicide bombers as part of its new tactic to attack western targets, anti-terror experts said.
It was “inevitable” that the al-Qaeda would eventually turn to using women with a western appearance to carry out suicide attacks.
Airliners and all forms of transport as well as sports stadium, ports and power stations could be targeted, “The Daily Telegraph” reported quoting security officials.
The women, who may have a “non-Arab” appearance and travelling on Western passports, have been prepared for their missions by the Yemeni group. US law enforcement agents have been told to be on the lookout for female suicide bombers who may attempt to enter the country.
