A MAN who punched his elderly neighbour on the head was given the maximum fine of $5,000 on Thursday.

Cabby Wong Thim Keong, 44, pleaded guilty last week in a Community Court to causing hurt to Mr Cheng Eng Poh, 72, at the void deck lift lobby of Block 717 Yishun Street 71 on Oct 7 last year.

The court heard that Wong, who lived directly above the victim, punched the elderly man during a dispute at the lift lobby that morning.

Mr Cheng was subsequently warded in hospital.

Wong's lawyer, Ms Gloria James, said her client had stared at the victim for blocking his path when he walked out of the lift.

She said the victim tried to hit Wong with his long umbrella but Wong fended off the blow.

When the victim struck again, Wong grabbed his umbrella and pushed the victim away. That was when Wong pushed the victim, she said.

Ms James said the neighbourly feud had been going on for some time.

She said Wong and his family had to constantly face the 'music'' from the victim who would use a stick to knock on the ceiling whenever there was walking movement in Wong's unit.

After the incident, the victim stalked Mr Wong twice. On the second occasion earlier this year, the victim used his umbrella to hit the gate of Wong's unit and shouted at him, said Ms James.

The lawyer also tendered a petition from three residents who felt that the victim was a nuisance.

Ms James said the previous owner who sold Wong the flat moved out as he could no longer tolerate the nuisance caused by the victim.

Wong, who has paid $3,000 and tendered a written apology to the victim, could have been fined and/or jailed for up to two years for the offence.

Only a neurotic anti-PAP anti-government will have made such a link with living in high-rise flats which almost 90% of Singapore are living in, including private condominiums.

Would this neurotic expect to have floorings to be built like the bomb shelter that HDB built in every unit in their storeroom? He might as well live in a cave, which he rightly belongs to.
 
Yishun maybe too quiet and nice place, my friend also complained that his downstair neighbour did the same to him even he never make noise. But he later noticed that his immediate upstairs was the real culprit and he got squeezed in between. The old fart downstairs even threatened to whack my friend.

So the "victim" got problem, and the "aggressor" got stressed.

Younger people should be patient and not hit old farts, even angry should
be patient and wait for the old fart to die a natural death which could be anytime soon.

My friend had waited and the downstairs old fart died a few months ago.

This is cheap lesson, lost 20k to throw one punch the old fart dies will regret for the rest of life.

No end to this yet, this is classic neighbour from HELL scenario in the pig sty pigeon holes in Sinkieland.
