Singapore, as we have reported in past investigative articles, has long lost its reputation as a "clean" place free of crime. In this report we take a look at one Philippine woman who literaly got fat on cheating poor Philippine guest workers of their hard earned cash by promising services which she does not deliver. The lady from the Philippines formerly worked for "Workforce Human Resource Pte Ltd" in Singapore and was fired from the agency. Mathaba spoke to Gary Tay, the director of the company to ask him about Ludivina Belchez Cellona also known as "Ludy Cellona" or "Ludz Belchez". After claiming at first that he knows nothing about her, on further questioning he admitted that she worked for the company "until November 2009." Tay said that Ludy Cellona was "dismissed" because she had collected money from clients without his "consent or knowledge." When asked how then Gary Tay knows that this happened if no victims had contacted him, he said he does not wish to answer that question. Mathaba asked Gary Tay as director of Workforce Human Resource Pte Ltd what he would advise if any victims contact his company, and he said that since any such payments would not have been made through his companies accounts, he would advise the victims to contact the authorities in the Philippines for assistance. Mathaba was not able to get any answer to any actions that Tay may or may not have taken other than dismissing Ludivina Belchez Cellona from Workforce Human Resource Pte Ltd, as claimed in November 2009 as he ended the phone call. The director of Workforce Human Resource Pte Ltd refused to answer whether he had reported this to the Singapore authorities or at least the police, because misusing a Singapore company name by a criminal for fraudulent activities would be a serious crime in Singapore and management would have a duty to report that. Meanwhile Ludivina Belchez Cellona is working out of the Philippines and Thailand. Another upcoming investigation concerns the corruption at Philippine airports and the hopeless efforts of the Philippines government to prevent these types of criminals from operating, but instead ends up penalising innocent hard working people and legitimate travellers. Judging by the photograph, we can imagine this anti-Luddite belching under the weight of all that cellulose. We can certainly see she is living it up while dealing with clients with the simple use of a mobile phone and the Western Union money transfer agency.
