New lifts not as good as the old ones

<!-- end left side bar --><!-- story content : start -->SINCE 2009, the lifts at my estate have been progressively replaced by newer models.
Having lived here for the past 22 years, I have witnessed few lift breakdowns and residents would agree with me in saying that the old lifts have served us well.
The new lifts, however, do not perform as well as the old ones. They take five seconds more to open and close and the travelling time is easily double that of the old lifts.
While the new lifts feature a more interactive system and improved control panel and doors, their slow speed is enough to make families - even on higher floors - take the stairs instead of waiting.
My family raised the matter with both the town council and lift upgrading project management office; they said they would do the needful but so far, there has been no progress.
Who ensures the quality of these upgrades so they do not end up as downgrades instead?

these ones got numbers to indicate where the lifts are (on which floor)?
