SINGAPORE: Law and Foreign Affairs Minister K Shanmugam said that the government does not want younger Singaporeans to be saddled with tax burdens, even as the elderly are looked after.

He said it's important to balance the country's revenue and expenditure.

Mr Shanmugam was responding to the recently concluded Budget Debate in Parliament, at the sidelines of a community event at the Nee Soon Group Representation Constituency.

Mr Shanmugam said the government wants a society which looks after one another, especially those who can't help themselves.

"There's a lot of debate on whether you can survive in Singapore on S$1,000 or S$850. We don't want anyone to earn that amount, which is why we give opportunities for people to upgrade themselves. And education is made, literally free, for those who can't afford to pay for it," he said.

This year's doubling of health care spending and help for the low income as well as disabled, all point towards an inclusive approach.

But at the same time, the accounts do not go unchecked.

Mr Shanmugam said: "When I talk to my grassroots leaders, I just did a walkabout in my constituency, we also have to send another message, which is that, only about 50 per cent of Singaporeans pay taxes.

"And you look at all the other fees and everything else that's collected, in terms of what the government gets, and what it spends, it's all in the book.

"And today if you look at it in those terms, in terms of the revenue and expenditure, it is something the government has to be careful about."

Mr Shanmugam said currently a significant part of taxes are paid by foreigners who are easily mobile, and by the better-off.

But the government also ensures that tax rates in Singapore remain competitive.

And rather than increasing taxes, he noted that the government would rather people keep their money and support those in need, for a truly inclusive society.

He said: "We keep our tax rates competitive, 20 per cent at the top rate. Hong Kong is 15 per cent. If you go to UK, US, you know what their tax rates are?

"You're talking about 40 per cent, 50 per cent, people are talking about even higher. We don't want those kind of rates.

"We rather people keep their money and spend it as they like, buy insurance for their health and at the same time the government supports those who despite all the help, still need further help. So inclusive society."

Ask him for a breakdown of "income tax" on income and categories for the total collected for tax periods.

What sgp taxed:

1. The income tax revenue for the corresponding rate of tax paid by foreigners (as categorized in the ITA) at tax rates for foreigners.

2. Total income earned as well as total taxable income earned by foreigners (as categorized in the ITA) for the same periods.

3. Total income tax revenue paid by sgp, pr and foreginers (as categorized in the ITA) at the sgp/pr tax rates.

4. How much rental income by PRs?:biggrin:

5. Total income earned as well as total taxable income earned by tax payers (as categorized in the ITA) in the item 3. catergory.

What sgp give back or for free:

6. Total concessions given to FTs or their employers in the form of additional income tax deductions and/or rebates.

7. Total of exempt income earned by FTs and FWs, and their corresponding nature/source.

To be truth. I think is truth. FT paid levy plus income tax if above $20k same as citizen. So those paid levy if income more tan $20k/year still need to pay income tax. They also paid GST.
FT never get a cent rebate/bonus from gov.

If I had a choice between paying more money on taxes or doing NS, I would definitely choose to pay more money and tell the fucking PAP and their bloody National Slavery to get the fuck out of my life.

See table below. Taxable income = Annual Income - CPF and any additional tax reduction. NS tax reduction is 3K

Example if you are earning 30K which is about the median income

Local earning 30K = 30K - 6K(CPF) = 24K - 3K(NS) = 21K. Taxable income = 21K - 20K = 1K
The income tax should be around 1K * 2% = $20

Non PR FT earning 30K = 30K * 15% = $4500. So yes Foreigners pay more taxes

Local tax rate as follows:
Less then 20K - 0
20K - 30K - 2%
30K - 40K - 3.5%
40K - 80K - 7%
80K - 120K - 11.5%
120K - 160K - 15%
160K - 200K - 17%
200K - 320K - 18%
Everything above 320K - 20%

Foreigners
Flat rate - 15%
If income exceeds 15% tax rate(currently $160K), follow local's progressive tax.

But how do the taxes filter down to Singaporeans in general? They can argue that taxes are used indirectly to offset police, national service to protect the nation blah blah. How much financial aid does one get directly? Does one get unemployment aid like in UK or U.S? Do you get universal healthcare? Polyclinics are not dirt cheap and waiting time is always very long.

So ask yourself, do taxes improve your life directly?

FTs who are employed in singapore for at least 183 days are considered tax resident, and they are subject to resident tax rates, earned income reliefs, etc. subjected to the provision in the IATA.

FTs who are employees work in singapore for not more than 60 days, all exempt.

FTs who are not employees but professionals subject to 15% on gross, 20% on net, regardless of duration but have special concessions.......go read yourself.

Yeah lor since foreigners are supposed to be cheaper than locals, if only 50% of Singaporeans pay income tax, shouldn't that mean less than 50% of foreigners will pay income tax going by PAP's logic.

Also, Shanmugam said only 50% of Singaporeans pay tax, why don't reveal the equivalent percentage of foreigners who pay tax but only said that a significant portion of taxes are paid by foreigners and well-off? Such selective disclosure are obviously not fair and will skew perception.

And finally, a significant portion of taxes paid by foreigners mean foreigners earn a significant portion of total income in Singapore, how can PAP allow foreigners to earn significant portion of income instead of Singaporeans?! Are PAP serving foreigners or Singaporeans?
