From the article, it seems to be pretty prevalent, with all these fake qualifications and degree mills.
Does MOM has a body to vet and verify all this qualifications that is applying for the EP/WP.

It may take months but the onus is on the employee to vet first before applying to MOM. While MOM will verify again, rather than rubber stamp on it.
A TOEFL test will be required for all planning to work here, since Singapore first language is English.

While the articles did not say if the fake were caught with random checking, perhaps MOM should once and for all should requires all those with the work passes to go for re verification to authenticate the qualification and punish those that violate with jail and caning.

Meanwhile whatever happen to the IDA saga with the degree mill qualifications, still working at IDA?
Maybe all this verification should begin from statutory board first, starting with MOM, thereafter IDA.

THE former Curtin University admin worker who falsified International English Language Testing System results has been jailed for two years. Keith Low, 32, was sentenced today in the District Court of Western Australia after pleading guilty to 15 counts of accepting bribes to help foreign students applying for Australian residency. He will be eligible for parole in 12 months.
The court heard he had received about $25,000 for changing the results of students who had failed the English language test. He had admitted taking $1500 a pop to change test results using the passwords of co-workers at Curtin English Language Centre.
Eight other people pleaded guilty to a total of over 40 bribery offences committed as part of the $100,000-plus scam, including intermediaries who took larger cuts than Mr Low. The others were former students.

The offences occurred over a 10-month period in 2009-10, and were detected last August. The offenders were charged following an investigation by Western Australia’s Corruption and Crime Commission. The university subsequently closed the centre.
The Department of Immigration and Citizenship has been reviewing the residency status of the people involved in the scam, including those whose scores were changed.
IELTS Australia director John Belleville said the sentences demonstrated that attempts to defraud IELTS tests would be identified and punished.
He said IELTS security systems had detected the anomalous results at CELC and brought them to the university’s attention. IELTS had also supported the CCC investigation, which hadn’t uncovered wrongdoing at any other test centres, he said.
“IELTS has sophisticated security procedures in place to protect legitimate test candidates and the organisations that use IELTS results.
“IELTS recognises the significant responsibility we have to ensure that organisations are issued with a result that reliably reflects a candidate’s English language proficiency.”

If a person wants to work in another country, the host country will set the rules. It's up to the individual whether they want to accept it and work towards it.
If not, there is always alternative country that they can go to.

Pretty soon, it may well happen. How? Really simple strategy....

Foreigner comes into the country with fake or toilet degree and bull-shit CV, applies for EP and he gets it with connivance of his foreign employer in the island. He joins the pappies grass loot to be a porlumpar (remember Yang Yin?), the incumbent MP gong-gong supports his application for Ass-Pee-R, he gets it and next aims for shitizenship (remember the ah neh bitch in IDA?).

He gets chosen as a pappies candidate and enters Parliament via GRC backdoor. The PM likes him and next, reshuffle, he becomes, voila, the new Minister....

Why it cannot happen? It is bound to happen...just watch. There are already foreign imported shitizens sitting as MP in the Parliament. As the PM said, the country belongs to everyone.
