The other bus operator, SBS Transit, was fined $4,500 because some of its buses were overcrowded while others did not arrive frequently enough.
I disagree with the view that punitive fines may worsen the situation and that fining the operators is already a form of bad publicity. Do commuters have a choice in avoiding such bad services? Such insignificant fines will not persuade operators to offer better service.
If heavy fines do not work, then the quality of the management should be examined, and it should be replaced if there is no improvement. It is not the responsibility of the PTC to concern itself over whether a hefty fine will put operators in the red.
The council's task is to look after the interests of the commuters and that means ensuring that bus services are run efficiently.
