I agree that typical Guam people are much less motivated and like to wait for handouts.
But if lose by such crazy margins, it is not because Guam is too lousy. I would presume that Tajikistan's youth team is too good. Two years ago, Guam's youth team drew with Malaysia. I suspect Tajikistan got older boys in the squad, who knows. Let's see how Tajikistan plays against Oman and Singapore this week.
I think our average secondary school teams also don't lose by such margins.
