Why must every car be charged for entry at the zoo?

STOMPer Zoologist wonders why the zoo charges every car for entry, regardless of whether they are parking there or just dropping off visitors.
In an email to STOMP, the STOMPer recounted:
“Last week I wanted to send an overseas friend and my wife to the zoo to visit the animals for an hour as I had to rush off to attend to some urgent personal matters.
“As I approached the entrance I saw the notice board which says DROP OFF/PICK UP (with arrow pointing to north) and TAXI/CARPARK ( with arrow pointing to west).
“The fee payable was $3.90 for cars per entry and the reminder NO GRACE PERIOD was shown below.
“I dropped my friend and my wife at the carpark entrance and they had to walk to the zoo entrance as I was not given any grace period.
“It was then drizzling and they had to walk to the zoo entrance in the rain.
“Most carparks give visitors a grace period of ten minutes and I was shocked to note that our world-renowned zoo was more stingy than Shylock.
“Also why not charge cars $4.00 per entry on weekends and public holidays and $2.00 per entry on weekdays as the car park is usually empty on weekdays.
“A lower parking fee on weekdays would be an attraction to motorists.
“Many hotels charge a higher rate only on weekends and public holidays and the zoo should follow suit.”
