Earlier, TRE reported that the president of the Institute of Singapore Chartered Accountants (ISCA), Dr Ernest Kan, had agreed with the Ministry of National Development (MND) that the audit findings on AHPETC are “serious” (‘President of ISCA: AHPETC’s audit report ‘serious’‘).
It is not known if Dr Kan was personally involved in advising PAP town councils to sell the TCMS software, which was originally developed for $24 million, to AIM (through a tender) for $140,000 before leasing it back from AIM to use it.
In addition to sitting on the various boards and committees of government bodies, Dr Kan is also a grassroots member of Pasir Ris Punggol Town Council. He is a Council Member and Chairman of the Finance Committee of North East Community Development Council as well as Counsellor and Chairman of the Finance Committee of Pasir Ris Punggol Town Council. He was conferred a PBM at the 2008 National Day.
Following the publication of Dr Kan’s comment on AHPETC’s audit findings, a reader has informed TRE that, in fact, Dr Kan’s auditing firm, Deloitte & Touche, advised PAP town councils on the sale of the Town Council Management System (TCMS) software to PAP’s $2 company, AIM Pte Ltd.
It is also not known how much Deloitte & Touche was paid for giving such advice.
