This prick is apologising to the cops, party leaders and netizens for making a false report. But trying to be semantically obscure by suggesting that it is not discriminatory. How the hell did he graduate from Political Science in NUS with this sort of English.

Trying my very best to decipher his gobbledygook and fudgy smokescreen, I think he is saying he had made a police report to protect himself against anyone later accusing him of making discriminatory remarks in his blogs.
Note the crap about "legal binding statement". His uncle must have whipped his behind and his head must have gone into a tailspin.

The Police view all complaints seriously and will conduct thorough investigations. FDWs who make false police reports against their employers will be committing an offence under the Penal Code. In Mrs Lim's case, her FDW has not been repatriated but is still in Singapore under investigation for giving false information. If prosecuted and found guilty, the FDW will be liable to imprisonment for up to one year, or a fine not exceeding $5,000, or both.

Merely lodging a false police report is not offence. There are 2 parts to it - (1) lodging the report and (2) the police has to act on the report and do something that causes grief, inconvenience or annoyance to a 3rd party. It might not fulfill those conditions.

1) Someone called himself "Eric How" and posted something on the net that reeks of elitism and insensitivity.
2) This "Eric How" is not the same Eric How who made a police report about his name being impersonated on the net
3) The police-reporting Eric How that is apologizing now feels that someone is trying to sully his name.
4) The police-reporting-apologizing-Eric How is now sorry to have caused so much drama over the incident because he used a police report to "prove" that he is not the "Eric How" who has posted the insensitive postings.
I think he should best spend some time to brush up on his English.
