4. IMPLEMENT A JOB ROTATION SYSTEM
5. PROVIDE EMPLOYEES WITH MORE TRAINING AND UPGRADING OPPORTUNITIES

With plentiful cheap labour an employer will have no need to do that,,and its a waste of an employers time and resources to be a 'good' employer,,,,an employer to get get huge profits and doing little as can hire cheap labour to do it,,
