very simple technology that is available today. the pub can install a good number of sensors and gages all over low-lying areas of sg and in canals and drains, and transmit telemetry data to a command/control center which also controls all flood gates at all dams and reservoirs. telemetry data includes rain intensity, water level, rate of flow, seismic activity, acidity, etc. using well-proven computer solutions and software to manage the entire drainage and water containment/flow network in a cohesive manner is key to solving sg's flood problem, instead of having various silos and different departments and projects doing their own thing, with no collective vision and management of each segment and responsibility. that way, sg can have her barrage and still manage her irregular periodic flows. it's a timing thing.
