Hong Kong’s SCMP reported today (10 May) that among the top 100 “most wanted” corrupt PRC officials who have fled China, the number 2 fugitive on the list, Li Huabo, has been repatriated to China [Link]. He was flown back to Beijing on an Air China flight yesterday (9 May) following his release from jail in Singapore.

Beijing released a list of 100 most wanted corrupt PRC fugitives last month (22 Apr), as part of its “Sky Net” global anti-graft operation. It wants to extradite the fugitives to China to face trial (‘6 of 100 most wanted PRC fugitives in Singapore‘).

Among the 100, 6 are said to be in Singapore or using Singapore as one of their residences:

Li Huabo, a Jiangxi official – arrest warrant issued in 2011
Liu Changming, party boss of Bank of Communications Guangzhou branch – arrest warrant issued in 2009
Shi Yang, Liaoning propaganda official – arrest warrant issued in 2014
Huang Shuimu, chairman of a property firm in Fujian’s Longyan city – arrest warrant issued in 2014
Han Jianpeng, legal representative of an investment firm in Hebei province – arrest warrant issued in 2014
Liang Jinwen, official in an auto firm in Guangdong’s Zhuhai city – arrest warrant issued in 1997

Li
Huabo, a Jiangxi official who escaped to Singapore, was sentenced in Singapore
in April 2013 to 15 months’ jail for illegally receiving US$182,723 of stolen
funds in his Singapore bank account.


Beijing accused him of siphoning 94 million yuan (S$19.2 million) of
government funds in total over 5 years w
hen he was a finance bureau officer in
Poyang county. The amount was equal to a quarter of the struggling county’s
annual revenue.
The funds were set up to help the Poyang county’s 1 million poor
residents.

=> Compared to the tens of billions of dollars squandered away by the FAP on 'investments' and 'free scholarships' for foreigners when SGs are struggling to make ends and with back breaking debts, this is sup sup sui lah!


Mr Li fled with his wife and 2 teenage daughters in 2011, eventually settling
in Singapore. He and his family were later granted permanent resident (PR)
status by the Singapore government, through EDB’s Global Investor Programme
(GIP).


=> This case is only the tip of the iceberg! God knows how many blue and pink ICs are being 'sold' away for infinite profits (like COEs)!


Mr Li actually started to plan his move to Singapore in 2010, a year before
he fled. He approached a Chinese company which deals in immigration. The company
helped him apply for his PR status through EDB’s GIP. He quit his job in China
and moved to Singapore with his family, 2 months after his PR status was granted
in November 2010.


With the millions of dollars he had, he bought a $1.3 million 3-bedroom
private condominium with cash for his family to live in Singapore.


Mr Li granted BusinessWeek an interview in 2013 and this was what
BusinessWeek reported [Link]:


On a typically humid Singapore afternoon, Li Huabo leads visitors through
the gates of his luxury condo complex — past the swimming pool, jacuzzi, and
reflexology center — to his three-bedroom apartment. He puts a stack of files on
the dark marble dining room table while his wife gets juice from the kitchen,
which looks out on a nature preserve…

His story provides a glimpse of the pervasiveness of influence peddling
at all levels of China’s bureaucracy and shows how difficult it is to stop
abuses that have become an accepted part of doing business (in
China).

Mr Li was arrested in Singapore in March 2011, after Interpol’s Beijing
office sought Singapore’s help.

In the case of Li, Beijing officials paid 8 visits to Singapore to negotiate
his arrest and the retrieval of funds. It was reported that China had requested
assistance from Singapore’s justice system to provide evidence leading to his
assets in Singapore being frozen.


During his court case, Mr Li denied involving in any embezzlement and said
that his money came from legitimate business dealings. He said he had “earned”
about 100 million yuan over 3 years from his refinery investment.


Singapore PR status cancelled

Despite having no extradition treaty between Singapore and China, China was
able to get Singapore to repatriate Mr Li back home.

Mr Li’s repatriation prompted the media in Singapore to enquire about his PR
status which was awarded to him earlier.

“Following his release, Li was sent back to China as he has no valid grounds
for further stay in Singapore,” a spokesman for Singapore’s Immigration &
Checkpoints Authority (ICA) told ST.

Singapore has also stripped Mr Li and his family of their PR status. ICA said
Singapore PRs convicted of a criminal offence will have their PR status reviewed
by ICA. In other words, it is on a case-to-case basis whether ICA would take
away the PR status of a convicted Singapore PR.

Would ICA still have stripped away the PR status of Mr Li and his family, and
ousted them from Singapore if the Chinese government had not been involved?


EDB’s Global Investor Programme (GIP)

It was earlier stated that Mr Li and his family were “welcomed” to Singapore
through EDB’s Global Investor Programme (GIP). Under GIP, foreigners and their
family members are granted PR status if they invest at least $2.5 million in
Singapore [Link].


A foreigner is “eligible to apply for PR” under GIP if he or she has:


  • (a) A substantial business track record; and
  • (b) A successful entrepreneurial background.
There are apparently “stringent” assessment criteria for GIP applications [Link]:

Obviously, in Mr Li’s case, the information submitted to EDB must have been
untrue, since he is merely a junior Poyang county official and not some big-time
entrepreneur who can possibly earn 100 million yuan over 3 years in the refinery
industry.


How did the EDB officials miss the questionable information submitted by Mr
Li in his application for PR under GIP?


It is not known what Trade and Industry Minister Lim Hng Kiang will do to
those EDB officials who screwed up in evaluating Mr Li’s application and
allowing a fugitive to enter and reside in Singapore, wasting everybody’s time
as well as taxpayers’ money to clean up the matter later.


An honest mistake? Let’s move on? Just like the Sengkang columbarium
case?

Wow! With stringent assessment criteria in place but the scholars in EDB
still approved the PR application of a corrupt PRC fugitive, maybe we should not
only question the competency of those EDB officials but also our CPIB
men.

They have done a lot of wrongs to Singaporeans and the ultra-liberal
open-door policy (done behind our backs and forced to admit during GE 2011) can
be considered treason of the first degree. Our lives and livelihoods have

EDB officials have studied too hard, and did not take time to play and smell
the roses. So in effect they got good qualifications from studying but they are
totally lacking in common sense. Anybody with half an ounce of common sense
would have seen that Li Huabo’s job description in China is incompatible with
his wealth and that his job as a low level civil servant ought to have raised
the red flag straightaway.

Of course, all that supposed checking could be just for show. The real agenda
could be to let everyone in, no questions asked. Criminals, unqualified
professionals, fake qualifications, no problem. GIP is a godsend to tax evaders
and those with ill-gotten wealth.

Our country is going down into the abyss!

existing in Singapore in a big black way coming from back entry.Started long ago
and still continue.Those who may be kept in low profile but with filthy huge

You think there are so many corrupt business men and politicians who sons and
daughters are now PRs or new citizens, you think ICA isn’t aware?

Remember Chen Sui Bian also had SG bank account and Bo Xilai’s wife is

There is more hope for Li Huabo than there is for Chee, Roy or Amos. At least Li is contrite and remorseful for his crimes. On the other hand, Chee and Roy has been defiant despite being found guilty of lying and have not apologized for their wrongdoings. Amos also is defiant and thinks the netizens or the United Nations will come to his rescue. Fat chance!

In an interview with Communist Party paper People's Daily after that, he said he had been "anxious and unable to sleep" since he fled the country, because he had done something against his conscience.

He also confessed to being corrupt and expressed remorse. "I'm willing to come back to be investigated, to explain my act and turn over a new leaf."
